How can you make a difference? 

The purpose of this assignment is to provide technical support to the CLPIU for effective supervision, coordination, and quality assurance of ongoing school construction works in Karnali and Sudur Pachhim Provinces to support learning continuity of children and school reconstruction in earthquake affected districts that are financed by the GPE Multiplier Grant.

The consultant will support the CLPIU in strengthening day-to-day construction oversight and quality assurance, working in close coordination with the already mobilized third-party monitoring firm. The consultant’s role will complement the third-party monitoring function, ensuring that construction activities meet technical standards, the implementation schedule, and all applicable compliance requirements.

The consultant will work closely with the Education Development Coordination Unit (EDCU) of Bajhang, Jajarkot, and West Rukum, CLPIU technical team, third-party monitoring firm, contractors, local stakeholders, and UNICEF Education Section, Kathmandu, and UNICEF Field Offices (Dhangadi and Surkhet) to ensure quality, accountability, and timely completion of works.

Scope of Work:

The consultant will provide technical, operational, and coordination support to CLPIU for effective supervision and quality assurance of:

Package 1: Construction of 90 semi-permanent Temporary Learning Centers (TLCs) in Jajarkot and Rukum

Package 2: Construction of 9 permanent school buildings in Bajhang (Date of completion by 9 April 2027)

• Ensure construction activities comply with approved designs, technical specifications, and the National Building Code of Nepal
• Conduct regular site supervision to monitor construction progress, quality of materials, workmanship, and adherence to timelines
• Facilitate and lead weekly and monthly coordination meetings with the third-party consulting firm and contractor to ensure alignment with the approved work plan, while proactively identifying and resolving construction and management-related issues.
• Support contract management by reviewing contractor work plans, identifying delays, and recommending corrective measures as/if needed
• Coordinate with third-party monitoring teams to ensure effective oversight and avoid duplication
• Ensure compliance with environmental, social, gender, inclusion, and child safeguarding standards, including WASH and site safety
• Manage defect identification, rectification, and support final inspection and handover processes
• Maintain proper documentation and reporting, including progress reports, inspection reports, and photo records
• Facilitate coordination among CLPIU, EDCU, local governments, School Management Committees (SMCs), UNICEF (NCO and Field office Dhangadi and Surkhet) and contractors

Duration:

The consultancy is for the period of 11 months, tentatively starting from Mid May 2026

To qualify as an advocate for every child you will have… 

Education: Bachelor’s degree in civil engineering.

 

Knowledge/Expertise/Skills required:

• Minimum 7 years of relevant experience in construction supervision

Experience in:

• School/public infrastructure supervision and quality assurance
• Post-disaster reconstruction
• Donor-funded projects (preferred)

Strong knowledge of:

• National Building Code
• Quality Assurance /Quality Control procedures
• Contract management
• Proficiency in AutoCAD, MS Office
• Strong reporting and coordination skills
• Advanced-level strong analytical writing skills in Nepali and English languages.
• Experience of working with government agencies, educational institutions and UN is highly desirable, and familiarity with the education context of Nepal, including all federal structures.
• Excellent communication, coordination, and rapport-building skills, including the ability to facilitate diverse groups
