Scope of Work:

Technical Assistance & Capacity Building: The IMDR consultant will provide ongoing technical support to MoFAGA, focusing on information and knowledge management for MSNP-III. This includes strengthening the Web-based Reporting System (WBRS), supporting the compilation and finalization of progress reports, and building the capacity of stakeholders at federal, provincial, and local levels.

System Strengthening: The consultant will help develop and maintain robust information management systems that contribute to the Integrated Nutrition Management Information System (INMIS), ensuring accurate and timely data collection, analysis and reporting. This involves supporting the use and expansion of Web Based Reporting System (WBRS), harmonizing sectoral Routine Management Information Systems (MIS), and facilitating training for relevant personnel.

Stakeholder Coordination: The consultant will work in close collaboration with various government agencies (e.g., MoFAGA, MoHP, MoALD, MoEST, MoWS, MoWCSC), the National Planning Commission (NPC), Provincial and local authorities to ensure effective implementation, monitoring, and reporting of MSNP -III activities.

Information management, Reporting and Documentation:

The IMDR will be responsible for managing nutrition sensitive information, preparing regular progress reports, documenting best practices, and supporting the review and revise of guidelines and operational manuals to facilitate knowledge sharing and continuous improvement.

 How can you make a difference? 

The specific tasks/deliverables include: The IMDR consultant will provide technical assistance to the Local Level Coordination Section, Federal Affairs Division of Ministry of Federal Affairs and General Administration to achieve the following tasks:

Technical Assistance & Capacity Building:

  • Contribute to capacity development of support team through training, workshops in M&E, data management and analysis, best practices, case studies etc.
  • Participate in assessment and evaluations of MSNP review process and regularly develop progress reports.
  • Support to local and province to update the indicators-based reporting on trimester basis.
  • Support to conduct regular review meeting of nutrition and food security agencies working in the federal, province and local level.

System strengthening:

  • Support capacity development of federal, provincial and local authorities to use and manage WBRS regularly for MSNP implementation and reporting.
  • Support establishment of WBRS in new scaled up local levels and strengthen the existing one. Facilitate to conduct WBRS training and orientation at new scale of MSNP local levels.
  • Update capacity building package operational manual for WBRS and build capacity of IT Officers/MSNP Focal Persons and MSNP Facilitators involved in implementation of MSNP at local level to operate WBRS.
  •  Support to Integrated Nutrition Information Management system and support to Province MSNP Coordinators and local level to set up and scale up MSNP-WBRS at Province and Local Levels.
  • Support to update programme and budget implementation guideline and forward to the concerned local levels.

Stakeholder Coordination:

  • Coordinate with different ministries, department, section for planning, budgeting, implementation, monitoring and reporting of MSNP and liaise with the MSNP Facilitators and Provincial MSNP Coordinators to obtain relevant reports and information.
  •  Work with the team members to identify and engage with federal, province and local level agencies and explore areas of engagement to promote and enhance use of ICT based reporting system.
  • Work in close coordination with the MEAL Officer at National Nutrition and Food Security Secretariat (NNFSS) and M&E Officer, UNICEF Nutrition section and support to update nutrition and food security portal.

Information management and reporting:

  • Support mapping of Who, What, Where (3W) of nutrition and food security stakeholders at the federal, provincial and local levels.
  • Ensure the quality of data collected through WBRS is precise and usable for reporting
  • Update the dashboard of WBRS and share federal, provincial and local level authorities
  • Provide nutrition sensitive information to NPC to update and maintain National Nutrition Food Security Portal, NNFSS/NPC and update the WBRS as required.
  • Monitor the activities (Nutrition sensitive) of the MSNP -III and the quality of data through on-site assessments, give constructive feedback, and maintain ongoing communication with associated MSNP Volunteers; record effective methods, success narratives, case examples, and insights gained at the federal, provincial, and local tiers.
  • Support to prepare budget plan including breakdown by local level based on indictors.
  • Support to prepare nutrition sensitive budget of local levels and reflect it into LMBIS/SuTRA
  • ensure timely reporting and coordinate with MSNP Volunteers for reporting on the implementation of MSNP activities.
  • Develop briefing notes/talking points/general progress as and when required by the sections and department.
  • Prepare MSNP implementation progress report as required by the MoFAGA/NPC/MoF.

Budgeting and Planning

  • Support MoFAGA for preparation and documentation needed for timely budget requisition and budget release to concerned local levels.
  • Support to update LMBIS based on the agreed workplan and budget and support to prepare annual workplan and budget at three tiers of government

TASK:

  • Support federal and local authorities to use and manage WBRS for MSNP implementation and reporting.
  • Refresher training to MSNP Facilitators on data collection and its use in local level
  • Prepare regular report of MSNP implementation at federal, provincial and local levels.
  • Support capacity development of federal and local authorities to use and manage WBRS regularly for MSNP implementation and reporting.
  • Support establishment of WBRS in new scaled up local levels and strengthen the existing one.

  • Support to prepare nutrition sensitive budget of local levels and reflect it into LMBIS/SuTRA
  • Monitor project progress and data quality through field visit, provide feedback and keep regular communication with related MSNP Volunteers; document best practices, success stories, case studies and lessons learned at federal, province and local levels.

First Deliverable:

  • Submission of report of refresher training to MSNP Facilitators
  • Regular update of MSNP implementation at local and provincial levels.

Second Deliverable

  • Submission of bi-monthly report that includes capacity development activities at local level
  • Submission of harmonized sectoral MIS system into WBRS (Draft).
  • Submission of budget implementation guideline
  • Submission of regular consultancy report

Third Deliverable

  • Submission of report including the coordination meetings with stakeholders.
  •  Submission of report that includes the support to nutrition and food security portal.
  • Submission of regular consultancy report

Fourth Deliverable

  • Submission of Monitoring Report
  • Submission of MoFAGA annual report of MSNP implementation
  • Submission of the best practices, success stories, case studies and lessons learnt at various level.
  • Submission of regular consultancy report

Duration:

The consultancy is for 12 Months, tentatively starting from third week of January 2026.

Education:

University Degree in statistics, public health nutrition, nutrition policy, social science, management and /or programme management, is

Knowledge/Expertise/Skills required:

  • A minimum of 5 years of professional experience working on information management, monitoring and reporting preferably in the nutrition and governance sector. Experience working on similar or related project with MoFAGA) and other Ministries or any government institutions.
  • Experience in MSNP program/project management is an asset.
  • Having wider knowledge on MSNP and its mainstreaming in local level planning process.
  •  Good data analysis and database management documentation and reporting skills.
  • Previous work experience with UNICEF or UNICEF supported project or MoFAGA and other ministries in governance sectors is preferred.
  • Strong experience and facilitation skills and ability to build capacity of team; Strong proactiveness, coordination and collaboration skills.
