The Position:

Under the governance of the UNFPA Resident Representative, overall supervision by the Deputy Representative and direct supervision of the GBV Coordinator, the Information Management Analyst (IMA) will be based in Yaoundé and will be responsible for supporting the data, information management, and analysis in support to the GBV Area of Responsibility (AoR) and the Task Team on Sexual and Reproductive Health (TT SRHiE) and when needed, other humanitarian programs. More precisely the IMA is responsible for the effective and ethical collection, storage, analysis, and dissemination of data related to both GBV and SRH. This role plays a crucial part in ensuring that GBV and SRH programs and coordination are evidence-based, survivor-centered, and meet the needs of the community.

Job Purpose:

Working within the Country Office (CO) environment, the Information Management Analyst (IMA) will support the effective management of GBV and SRH information systems and data analysis in Cameroon. The Information Management Analyst will maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programs and specialized agencies and other development organizations. The IMA will actively participate in inter-cluster meetings and when necessary, in other specific cluster meetings relevant to the GBV AoR and the SRHiE TT, including but not restricted to the Protection Cluster, the Health Cluster, the Food Security Cluster, the CP AoR.

You would be responsible for:

Data Collection and Management

In accordance with the five principles of data governance for WHO, and in line with WHO guidance on research methods for health emergency and disaster risk management, revised (2022) and WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies (2007):

  • Contribute to conduct robust analyses of secondary data to ensure readily available information on known trends and patterns on GBV and SRH for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA/MSNA.
  • Support data collection and/or consolidation of existing assessments on the GBV and SRH situation and/or work with relevant Governmental authorities, international and national organizations, UN agencies, to conduct relevant participatory analyses of GBV and SRH.
  • Support the GBV AoR Coordinator in informing the humanitarian programme cycle, carrying out the required analysis and calculations to produce the GBV AoR key humanitarian figures for the Humanitarian Needs Overview (HNO) and the subsequent Humanitarian Response Plan (HRP), including needs severity analysis, GBV People in Need (PiN), response targets and the financial requirements. Support as well the SRH TT Coordinator which works within the Health Cluster programme cycle.
  • Contribute to developing the response monitoring framework for the GBV AoR and the SRH TT develop information management tools to collect relevant response data from GBV actors (e.g., service mapping and developing and 3/4/5Ws matrix); Coordinate information management with other Protection, Health and OCHA IMOs in the development and implementation of Sub-cluster information management systems and tools.
  • Support the GBV Coordinator and the SRH TT Coordinator in ensuring regular analysis on GBV response progress and gaps and formulate priorities based on analysis findings (such as geographic targeting and types of services required) to inform resource mobilization, funding appeals and/or advocacy.
  • With guidance of the GBV AoR coordinator, develop regular information management products to visualize and report analysis findings on GBV needs and response (e.g., dashboards & service mappings etc.)
  • Support the GBV AoR coordinator and the SRH TT Coordinator on analyzing the quality and standard of data and information submitted by GBV and SRH actors to meet effective analysis requirements and help liaising with partners provide
  • Support GBV and SRH actors on GBV and SRH information management and on the use of reporting tools, including in one-of-one, and contributing to training and learning sessions organized by the GBV AoR Coordinator
  • Represent the GBV AoR in the OCHA-led IMO Working group, liaising and reporting to the GBV Coordinator to ultimately ensure inclusion of GBV inputs into inter-sectoral information management activities.
  • Work with the GBV Information Management System (GBVIMS) working group and partners on use of GBVIMS tools, support the implementation of the Information Sharing Protocol, if needed work on the standardized GBV incident report/intake form and/or trainings align to the Guiding Principles for Working with GBV Survivors
  • Support in the implementation of assessments planned by the GBV AoR and the SRH TT to assess services functionality and quality. Lead together with UNFPA and GBV AoR and with UNFPA and the SRH TT partners the implementation and analysis of risk audit, GBV risk perception and services quality assessments (i.e. Voices of Cameroon and MISP readiness assessments or similar) .
  • Support the GBV AoR Coordinator, SRH team lead and UNFPA Representative in proceeding the data for advocacy with donors and mobilizing resources for GBV and SRH. As required, propose activities and estimate needed resources to support inter-agency GBV and SRH information management activities

Programme Support

  • Provide accurate, complete and up-to-date information for effective budget preparation, programme and project design, implementation, management and evaluation purposes.
  • Support quality data collection on GBV and SRH by implementing partners for UNFPA programme monitoring
  • Support SRH team to liaise with other external stakeholders on data collection in humanitarian if needed
  • Ensure use of most updated and innovative digital tools, including use of AI, while abiding to rules and regulations and high standard of data protection required by the United Nations .

Knowledge Sharing and Communications

  • Support preparation of information for appropriate knowledge sharing with donors, media and with all strategic partners is effectively promoted.
  • Ensure IM tools and reports capture gender, sex and disabilities aggregated data and inputs relevant to the GBV AoR, following guidance of GBV AoR Coordinator
  • Ensure effective communication and networking through partnership and collaboration AND help strengthen coordination amongst GBV partners as well as among the sectors.
  • Support capacity building on information management to GBV AoR members, partner organizations, government institutions UNFPA and its partners working on the humanitarian response. Ensure the transfer of skills in using the relevant GBV information management tools.
  • Any other information management related tasks may be required or assigned by the GBV Coordinator or by UNFPA management

Qualifications and Experience: 

Education: 

Master’s degree in Information Management System, Public Health, Demography, Statistics, Sociology, Social Work or other social science is required.

Knowledge and Experience: 

  • Professional experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc.
  • Experience working in IM for protection Clusters or GBV AoR is a valuable asset.
  • Experience with GBVIMS is a valuable asset.
  • Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management.
  • Knowledge of the Knowledge of humanitarian architecture., Cluster Approach.
  • Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
  • Experience in information management, database development, usage and management.
  • Demonstrated capacity to analyze data/statistics for humanitarian operations.
  • Excellent Computer skills: MS Word, Excel, Power Point, Access, database and Power BI software/Data Studio, Adobe Illustrators/Adobe InDesign, including in depth knowledge of pivot table/chart analysis.
  • Knowledge in GiS: QGIS/ArcGIS.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, Excel, and monitoring tools, email/internet; fully conversant with information or database management;

Languages: 

Fluency in English and French is required.
