Overview of position
Under the general guidance of the Chief of Mission in Libya and under overall supervision of programme coordinator, the direct supervision of the Information Management Officer, the successful candidate will be responsible for the below:
Role objectives
1.Support Information management officer on system development.
2.Conduct coordination meetings with thematic leads on improvement plans.
3.Support the information management officer on system documentation and training material preparation
4.Supervise the maintenance of the digital data filing system (local and cloud based) and suggest improvement.
5.Liaise with Global ICT on conducting system amendments to promote using the Microsoft azure best practices
6.Support and coordinate on Libya/DTMKobo/ODK form versioning and distribution.
7.Design & Program Surveys and data forms on IMS System using the CType form management tool and writing custom code.
8.Develop weekly team plans and supervise the assignment of tasks related to incoming data management requests
9.Manage updating the system location dataset in coordination with field teams and cross checking with other existing datasets
10.Design and develop reporting tools to support programme needs that includes writing complex SQL queries, stored procedures, functions, common table expression (CTE).
11.Direct support the deployment and maintenance of the IMS system for other missions including data structure design and data migration.
12.Conduct regular training and day to day staff coaching involved in data entry and data processing, while ensuring compliance to standards of quality and timely information sharing. Provide user support and the system training to the staff on ODKDTM or any other data collection.

14.Design & Develop IOM internal mobile application using native android/flutter
15.Lead the information management assistant team to actively Perform weekly maintenance routines on ODK/IMS Server, system unit testing and MIS data quality cross check.
16.Liaise with other units and to identify and analyse information gaps, potential enhancements, and efficiency through system modules.
17.Perform such other duties as may be required.

1.Excellent knowledge of Microsoft SQL Server & MySQL.
2.Excellent knowledge of PHP Programming Language.
3.Strong OOP knowledge & experience is essential.
4.Strong MVC knowledge & experience is essential.
5.Strong JavaScript/jQuery/CSS knowledge & experience is essential.
6.Proven track record in Software Development.
7.Excellent writing skills and experience with creating design documents, specifications and test plans.
8.Results orientated with good communication and interpersonal skills.
