BACKGROUND:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. According to the latest CSP evaluation, improving evidence-generation in forms of increased data utilization and analysis remains as one of the priorities. With increased need and demand for evidence-based programmes and operations, there is an urgent need to increase evidence uptake to enable informed decision making and scale best practices.

WFP DRC CO Research, Analysis and Monitoring (RAM) unit is responsible for gathering evidence across all DRC sub-offices. This requires the CO to support to planning, respecting corporate guidleines, standardising data collection tools, support to analysis, capacity development and information management. There are nine operational sub-offices, and approximately 80 staff working on RAM activities, including all field monitors and programme staff in charge.

Across these offices, huge amounts of data are regularly gathered for RAM activities. This includes household assessments, market assessments and monitoring, targeting, distribution monitoring, baseline and PDM surveys, mVAM, etc. An Information Management Officer is required in the CO to support harmonisation of data collection tools, compliance with RAM HQ data collection guidelines, analysis of data, capacity building to field staff, report writing and establishing clear protocols and systems for archiving of data and reports. The IMO will be repsonsible to support SO and CO colleagues to create a repository of RAM tools, datasets and evidence, to ensure the DRC evidence base is properly stored.

PURPOSE OF ASSIGNMENT AND REPORTING LINES:

WFP DR Congo seeks an Information Management Officer with experience and strong analytical and communication skills to synthesize knowledge into a variety of useful products to disseminate results to relevant audiences. The Information Management Officer will report directly to the Head of RAM in Kinshasa Country Office. The supervisory role of the IM Officer will be further discussed.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):

• Contribute to the analysis of information management and translation needs, gaps, and opportunities of RAM-related results to promote uptake of existing evidence and support assessment findings feeding into programmatic decision making.
• Participate to the development of RAM production at the CO-level (top-down approach), ensuring that findings and lessons learned are communicated in a systematic and timely manner across units and different level of offices.
• Provide the consolidation of results from sub-offices (bottom-up approach), with support of RAM colleagues, to provide comprehensive overview of findings/results.
• Address internal and external requests for RAM data/information through different networks and templates.
• Design and coordinate training sessions aimed at knowledge sharing and improving the capacities of WFP staff in sub-offices and country office regarding information/knowledge management, data collection and analysis.
• Coordinate with RB/HQ to implement and streamline new corporate IM ecosystem to improve information management to effectively store and analyze RAM data.
• Proactively collaborate with internal and external stakeholders to collect, exchange, disseminate evidence and implementation of information management initiatives.
• Contribute to efforts to standardize data collection tools, data quality controls and data analysis in line with the DRC RAM strategy.
• Support the field offices to review the editing of bulletins, factsheets, reports and other publication, as necessary.
• Any relevant tasks required by the Head of Unit.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Master’s degree in statistics, economics, mathematics, data science, Information Technology, Information Systems, communications, or another relevant field, or bachelor’s degree in the aforementioned areas with two (2) additional years of experience.

Experience:

• At least seven (7) years of postgraduate professional experience with a sound knowledge and experience in information management, research, data management, preferably in a field related to humanitarian assistance or international development.
• Previous experience with WFP and any other UN agency will be an asset – ability to quickly assimilate UN/WFP specific processes and system and knowledge of common business principals and processes will be an advantage.
• Prior experience working in a variety of contexts, including in emergency settings, will be an advantage.
• Prior experience in household data analysis.

Knowledge & Skills:

• Strong knowledge of data analytic tools (e.g. Excel, R and/or SPSS).
• Knowledge of data visualization skills (e.g. Tableau and/or PowerBI), graphic design and data/file management
• Ability to present and communicate information to clearly articulate insights to internal and external stakeholders of WFP.
• Strong analytical skills with the ability to analyze and interpret information, identify trends, and draw out data-driven key messages.
• Ability to work independently and in a team that will deliver results in a timely and organised manner.
• Ability to lead, motivate, and train a small group of people.
• Willingness and open-mindedness to explore and experiment with new ideas and approaches in own work.

Languages:

• Fluency in oral and written English and French (Level C), including clear and concise writing skills.
