Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC’s assistance programs for children in Jordan include Zaatari camp and urban-based refugee assistance (Mafraq, Ramtha, Irbid).

SCOPE

The Information Management (IM) officer will work closely with other sectors to effectively harmonize and integrate the MEAL across the different sub-sectors of IRC, bringing them in line to have integrated and high-quality services to clients.

As part of IRC’s MEAL unit, the IM officer will be responsible for overseeing and supporting the data and information management process for the IRC’s program portfolio in in Jordan including Health, Education, Women Protection and Empowermentand Economic Recovery and Development (ERD) programming. The IM Officer will ensure that IRC’s data collection and information management systems for existing and new activities are efficient, harmonized and integrated across sectors, and reliable, and that data is used to inform program decision making. The IM Officer will play a key, hands-on role in achieving harmonization of M&E efforts in Jordan during IRC’s on-going implementation process.

RESPONSIBILITIES

Data Management and Technical Quality

  • Lead the management of the data collect tools such as (ONA, Commcare), and develop new applications, tools, techniques or methods to improve workflow.
  • Trouble shoot day-to-day issues faced by the programs and the MEAL staff and volunteers/ Assessors, including tablet and software assistance and data analysis.
  • Trouble shoot day-to-day issues faced by the systems used by the programs such as Health Information System (HIS) and the Non- GBV system users to handle these issues either technically or that issues need to be reflected correctly on system databases and/or Physical Files.
  • Provide support on preparing monthly internal and external technical reports, and works closely with Senior MEAL manager and the MEAL officers to submit correct, timely reports
  • Ensure that all program data collected including beneficiary count numbers (on a monthly basis), the annual statistics numbers and progress against indicators is protected, accessible, accurate, and reliable. Provide data visualization: Tableau, DHIS and Power Bi dashboards, tables, charts, GIS maps as needed by the programs and the MEAL teams.
  • In collaboration with the Senior MEAL manager, design and implement a dissemination plan for all information products (e.g. situation reports, data, maps).
  • In collaboration with the Senior MEAL manager, apply regional information management standards, policies and procedures to guide related activities.
  • Create map layouts, map templates, map icons, generate maps, generate reports and insure that the maps and reports are stored in the database correctly.
  • Review datasets for deficiencies or errors, correcting any incompatibilities where possible, for improved data quality; follow-up with data collections teams for clarification on missing, incomplete or incorrect data.
  • Develop guidelines regarding information management, ensuring data security and protections are in place and in line with IRC global policies and donor requirements.

Program cycle support

  • Support the MEAL team in preparation for the Project Cycle Meetings (PCM) by using the projects’ Dashboards to ensure that technical action points are followed up promptly.
  • Prepare technical support for internal and external narrative reports within agreed deadlines using IRC and donor formats, and according to the Reports Writing SOPs.
  • Support in updating program-relevant SOPs with reference to the IMPACT framework to ensure guide quality of implementation.
  • Support needs assessment, research studies, etc. ensuring key data are in place for advocacy points.
  • Develop guidelines regarding information management, ensuring data security and protections are in place and in line with IRC global policies and donor requirements.

Staff/Talent Management & Performance

  • Work with the senior MEAL manager to build the capacity of team members and identify resources and materials to support and empower the staff in relevant technical and management competencies related to information management.
  • Adhere to and act by the IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.

External Relationships, Partnerships & Coordination

  • Ensure close collaboration with IRC’s partners including capacity sharing on information management and data systems strengthening.
  • As needed, participate actively in different forums, meetings, and reviews with IRC partners including the relevant ministries, governmental bodies, civil society, private sector, and academic stakeholders.

Ensure regular communication with the senior MEAL manager and other departments regarding the project’s progress and processes including finance, grants, and partnerships.
