Post Context

The Joint Analysis and Lessons Learned Centre (JALLC) is NATO’s Centre dedicated to support Alliance-wide implementation and sustainment of NATO’s lesson learned (LL) policy and to improve NATO’s ability to operate and adapt, through LL analysis, training, advising and assessment activities enabling the establishment of effective lessons learned capabilities across NATO.

The Office of Chief of Staff is responsible for managing all the activities of the staff.

The Information Technology Branch is responsible for planning, coordinating, supervising, and controlling the Information and Knowledge Management (IKM), Information Security (InfoSec) and CIS support to the JALLC.

The Manager (Information Management) is responsible for the planning, development and maintenance of an efficient and effective IKM system which includes the functional administration and delivery of training on IKM tools. Is also responsible for the capture design and maintain a representation of JALLC business process in support of user requirements and continuous improvement.

Principal Duties:

The incumbent’s duties are:

  • Contributes to the establishment and maintenance of the Information Management (IM) Plan and Implements the IM Plan on behalf of the IKM senior official;
  • Initiates, guides and advices on the management of information processes across the JALLC in order to identify IM needs;
  • Actively pursuing feedback from across JALLC and external bodies, monitors IM tools, provides regular reports on service provision against the agreed service levels which includes recommendations regarding improvement to business processes and IM tools (continuous improvement quality management principles);
  • Coordinates and contributes to IKM education and awareness programs for all JALLC personnel and supports enterprise training when deemed necessary;
  • Deploys and maintains the JALLC IM systems and tools, which must consider the constantly changing external and internal environment, in particular enabling communities of interest approach to be enabled for staff work;
  • Ensures information/knowledge resources can be readily accessed and easily retrieved and are efficient and effectively managed through their life-cycle;
  • Applies modelling techniques in order to design and maintain a representation of the JALLC business process and their relation in order to provide understanding on the where, when and why the information is required;
  • Maintains awareness of developments in IKM, process management, collaboration tools, exchange procedures and technology, by studying or attending relevant meetings and by liaising with relevant outside agencies.

Essential Qualifications / Experience:

  • Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Two to Four years of experience in Information and Knowledge Management standards, policies and information systems technologies;
  • Knowledge and experience in Data/Information life-cycle;
  • Experience in defining, documenting and carrying out small projects.
  • Knowledge in business process management, business process model and notation techniques.

Language:

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Previous Staff experience at HQ, Joint Command, NATO HQ or MOD;
  • Experience in business process management;
  • Experience in business process model notation.
  • Lessons Learned Online Course.
  • NATO Lessons Learned Staff Officers Course (LLSOC) (ETE-LL-3635) provided by Swedish Armed Forces International Centre (SWEDINT), Sweden
  • NATO CIS Security Officer (COP-CD-26972) provided by NATO Communications and Information Academy (NCI Academy)
  • NATO Information Knowledge Management (IKM) Course (CCC-IM-2678) provided by NATO – School Oberammergau (NSO)

Managerial Responsibilities:

  • The Information Manager works under general direction within a clear framework of accountability and has no subordinates. Plans own work to meet given objectives and processes. The Information Manager is expected to work closely with all JALLC staff to assure the availability of JALLC specific applications, functional services and IKM tools.

Professional Contacts:

  • The Information Manager has considerable contact with JALLC staff at all levels. The incumbent will regularly be required to make professional contact with others inside and outside the organization, usually with staff working at equivalent and higher level.

Contribution To Objectives:

  • The effective and efficient handling of information is a key enabler for decision making, the Lessons Learned process and analysis effort. The quality of the Information Manager’s judgment, expertise and performance has a fundamental effect upon the achievement of the JALLC’s objectives. Given the reliance that is placed upon the JALLC specific applications and analysis tools as support for Lessons Learned and analysis process, the Information Manager contributes to the effective delivery of JALLC products, therefore to the mission accomplishment.

Security Clearance

The successful applicant will be required to apply for and receive a COSMIC TOP SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
