Org. Setting and Reporting
This position is located in the Executive Office of the Programme Management and Support Services Division (PMSSD) in the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The Information Management Officer reports to the P4, Administrative Officer under the general supervision of the P5, Executive Officer. This position is temporarily available for 364 days.
Responsibilities
Within delegated authority, the Information Management Officer will be responsible for the following duties: • Provides advisory technical and project management and development services for administrative information management tools, programmes, platforms and initiatives related to project management and administration to include: needs and business process analysis; organization and maintenance of UN information assets; preservation and disposition; and information management policies and procedures, with an emphasis on technological applications. • Researches, analyses and evaluates new applications of information technology to support the administrative work of UNECE with a focus on automating manual processes, optimization, value addition, re-designing architecture for greater scalability and makes recommendations for their deployment. • Manages and participates in administrative information management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of application improvements and new systems; provides user support and training. • Develops and supervises the development of detailed system and other functional specifications, standards, procedures, and user documentation for new and existing systems. • Develops and supervises the development of training materials and user manuals; trains staff in use of the systems. • Produces and updates information products such as analytical reports, charts and infographics • Manages the life-cycle of the systems development, including maintenance, upgrades or enhancements by liaising with clients. • Understands, keeps current with and applies techniques and strategies for administrative information and technology management and quality control according to Organizational standards. • Evaluates adequacy of existing administrative information management tools. Develops and implements new technologies in information management to ensure that tools developed for efficient access to administrative information are accessible to staff throughout the Organization. • Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of administrative information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops materials to facilitate outreach. • Assists in programme administration, including provision of assistance to or supervision of contractual employees and staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties, as required.
Competencies
Education
Advanced university degree (Master’s degree or equivalent) information or computer science, information systems, social science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five (5) years of progressively responsible experience in modern content and information management or related area is required. At least three (3) year of experience in planning, design, development, implementation and maintenance of computer information systems or related area is desirable. Experience with the design of information systems, business and content management solutions (e.g. workflows) to meet business needs and best practices, including business requirement analysis, specification writing, data design, coding, testing, training, documentation and maintenance is desirable. Experience in modern project management approaches, code versioning workflows, continuous integration processes and Agile methodologies, is desirable. Two (2) years or more of experience in data analytics or related area is desirable Experience in the United Nations Common System or a comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat, Russian is a working language of UNECE. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
