How can you make a difference?
Under the direct supervision of the Information Management Officer (NOB), and in close coordination with Makani program specialist, Hajati program officer; the Information Management Officers IMO are required to cover information management responsibilities, one for each programme area.
This Information Management Officer’s responsibility is to ensure sufficient resources (tools, technology, learning materials and human capacity related) for front line staff (Makani centers, cash transfer staff) and UNICEF’s implementing partners are available for timely data collection with high quality, and to effectively use it to support daily operations, program monitoring and reporting via the Bayanati MIS.
The Information Management officer will also support the future development and fine tuning of the Bayanati system to support a standardized approach of data collection, processing and analysis to other program areas and respond to emerging needs and priorities.
Under the direct supervision of the Social Protection-Information Management Officer, the Information Management Officer will work with the social protection team and be responsible for the following tasks:
Information system design and development:
- Provide support to program staff with finding data collection and data management solutions to support program design, implementation, and monitoring. Support defining required resources such as tools, technologies, technical expertise best suited for the program design and operating environment.
- Provide support to program staff in identifying and implementing data collection, management, and analysis solutions to support program design, implementation, and monitoring. This includes defining the tools, technologies, and technical expertise best suited for the program’s objectives and operating environment.
- Support in the setup and maintenance of a comprehensive management information system to collect and manage data required for day-to-day program operations, ensuring system usability and accessibility for relevant stakeholders.
- Support the review of current information systems and propose improvements to enhance data management efficiency and program adaptability.
- Assist in testing and maintaining key modules and new features in existing Information Management Systems to ensure reliable data processing and reporting.
- Ensure consistent data consolidation from diverse sources, harmonizing labels, flagging outliers, and performing routine data cleaning.
Data Quality Control and Analysis
- Collaborate with key IM and program staff, national counterparts, and implementing partners to assess the quality of existing data collection exercises, identifying gaps and barriers in data access and management.
- Ensure the timely collection of accurate data from various sources, adhering to program requirements, and performing quality checks to validate consistency and reliability.
- Perform data analysis on available datasets to produce statistical reports, visualizations, and other tools essential for service delivery, performance monitoring, and informed decision-making.
- Ensure adherence to data protection principles in the management and storage of all data.
Capacity building and technical support
- Assess information management capacity of UNICEF and UNICEF implementing partners in the field, identify and communicate gaps to relevant IM and program staff.
- Provide technical support and guidance to UNICEF and UNICEF implementing partner’s staff in the field, to collect, process and manage data. This includes providing trainings with guidance from senior officers and technical assistance to staff on in regard to usage of information systems and data management tools to facilitate and responding to user ad-hoc inquiries.
- Develop guidelines, SOP’s, documentation, learning materials, and provide trainings to UNICEF’s and UNICEF implementing partners’ data collection and data management Staff.
- Provide any other support as required by the supervisor.
Reporting and Visualization
- Generate regular and ad hoc reports, dashboards, and visualizations, meeting program and donor reporting needs and supporting evidence-based decision-making.
- Work with program and field staff to create automated reporting tools and dashboards to streamline data access and reporting.
Capacity Building and Training
- Conduct assessments of information management capacity among program and partner staff, identifying skill gaps and development needs.
- Provide technical support and guidance to program staff and implementing partner staff to facilitate effective data collection, processing, and management. This includes offering/supporting training and ongoing technical assistance on information system usage and data management tools under guidance where necessary.
- Develop guidelines, standard operating procedures (SOPs), and training materials, and conduct training sessions to strengthen data management competencies among personnel.
Program Information Management Support
- Develop and maintain resources such as user manuals and guidelines for data management.
- Support indicator mapping and data standardization efforts to ensure consistency across different program areas.
- Provide ongoing technical support and troubleshooting for data entry staff, ensuring timely and high-quality data availability in information systems.
- Produce monthly data sets and automated reports to support program progress monitoring and stakeholder reporting.

Minimum requirements:
- Education:
- A university degree in one of the following fields is required: IT, computer science, CIS, MIS, Software engineering, or another relevant technical field.
- Work Experience:
- A minimum of 1 year of professional experience in information management with the UN, other humanitarian organizations or relevant organizations is required.
- Skills :
- Experience in designing and administrating relational databases, data analysis and data visualization is also required.
- Experience in social protection programming in middle income settings with protracted crisis is highly desired.
- Experience in social protection programme monitoring and evaluation is considered an asset.
- Language Requirements:
- Fluency in Arabic and English is required. Knowledge of another official UN language is an asset
