1. Purpose of consultancy
Effective information management supports decision-making and coordination among partners and helps ensure an appropriate and timely response to the emergency. The Information pillar is a critical function of the Incident Management System for Emergencies, it is responsible for gathering, analysing, and disseminating information as well as monitoring and evaluating related to the emergency response, including situational analyses, risk assessment, and resource availability mapping. The purpose of the consultancy is to develop an all-hazards health emergency information tool kit for the information pillar within the IMST at the regional level based on the ERF2. The tool kit will contain all tools required by the pillar during, before and after the events. This will build up lessons learned from the previous emergencies.
2. Background
The mission of WHO’s Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and other health emergencies and to provide adequate relief and recovery to affected populations.
The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.
The consultant will be responsible for developing operational documents translating HIM roles and responsibilities highlighted in the ERF2. The operational documents include but not limited to contingency plans, business continuity plan, SOPs, protocols, data flow charts, essential elements of information (EEIs,) critical information requirements (CIRs), forms, ToRs, etc The documents should articulate all information pillar functions within the IMST and give practical guidance for all staff working in the pillar.

4. Qualifications, experience, skills and languages
Educational Qualifications:
Advanced University degree (Master’s degree) of business administration, information management, public health, epidemiology, economics, international development, life sciences from a recognized university.
