The UNFPA Afghanistan Country Office is currently seeking an experienced international consultant to fill the role of Information Management Officer (IMO) for the Protection from Sexual Exploitation and Abuse (PSEA) initiative. This critical position encompasses several key responsibilities: Firstly, the consultant will develop and enhance the information management capacities within the PSEA Network, ensuring robust data processes and analytics that support effective inter-agency decision-making and comprehensive reporting on SEA risks. Secondly, they will continue to spearhead the strategic deployment and ongoing enhancement of the Sexual Exploitation and Abuse Risk Overview (SEARO) developed the past year, utilizing this innovative tool for accurate SEA risk assessments and the development of evidence-based prevention strategies. Furthermore, the consultant will coordinate with UNFPA’s internal PSEAH and AAP team to guarantee effective data collection and risk analysis, which will facilitate detailed analysis and targeted awareness campaigns aligned with PSEA objectives. In this regard, they will also provide expert support to UNFPA programmes and implementing partners, enhancing their capabilities to ensure programming adaptations (i.e., SEA risk mitigation), informed by precise, data-driven insights. Reporting directly to the PSEAH Coordinator, the consultant will play an indispensable role in ensuring heightened coordination and accountability in addressing SEA risks.
You will responsible for:
- Design and implement robust information management systems to support PSEAH efforts both internally and inter-agency, enhancing data collection, storage, and analysis capabilities.
- Spearhead the strategic roll-out and continuous improvement of the Sexual Exploitation and Abuse Risk Overview (SEARO) tool to facilitate accurate and comprehensive SEA risk assessments.
- Conduct detailed data analyses to identify trends and risk factors associated with SEA, producing regular reports that inform decision-making and strategy development within the PSEA framework.
- Provide training and capacity-building support to the PSEA Network, UNFPA staff, and implementing partners on the effective use of information management tools and techniques for SEA risk assessment and mitigation.
- Work closely with the PSEAH (Protection from Sexual Exploitation, Abuse, and Harassment) and AAP (Accountability to Affected Populations) technical specialists within UNFPA to ensure alignment of data collection methodologies and risk analysis processes.
- Utilize data-driven insights to develop and recommend targeted, evidence-based strategies for the prevention of sexual exploitation and abuse.
- Improve the monitoring and evaluation mechanisms to track the effectiveness of PSEA initiatives and interventions, ensuring that program adaptations are based on empirical data.
- Facilitate engagement with key stakeholders, including local communities and other UN agencies, to align efforts and share best practices in PSEA.
- Provide ongoing technical support and guidance to the PSEA Network members on best practices in data management and utilization for informed decision-making.
- Establish and maintain data integrity and security protocols to protect sensitive information and comply with both UNFPA policies and international standards.
- Update and manage online databases to display real-time risk data and create a comprehensive platform for PSEA resources, enhancing access and utility for stakeholders across the network.
- Upon request, support UNFPA in PSEA Network coordination as well as the UN Risk Management Team (RMT), and provide regular updates to partners and donors on SEA risk mitigation measures for UNCT and HCT, ensuring transparency and proactive communication regarding progress and challenges in addressing SEA risks.
Qualifications and Experience:
Education:
- Completed master’s degree from an accredited academic institution in Computer Science, Information Management, or a related field.
Knowledge and Experience:
- Minimum of 5 years of professional experience in Information Management.
- Knowledge of cluster approach, United Nations System, and non-governmental organization humanitarian community.
Language Proficiency
- Fluency in English.
- Knowledge of a local language (Dari or Pashto) would be considered an advantage.
