Summary About the Position: Works under the general supervision of the ACoS, G6, with responsibility for directing and managing administrative functions, policies and procedures, resource requirements, information technology (IT) and telecommunications equipment affecting operational requirements responsibilities for US Army South, an Army Service Component Command (ASCC). Responsibilities Serves as the senior advisor on administrative and financial planning and resource requirements in the area of management information systems and related information technology and telecommunication processing equipment matters. Establishes and maintains extensive liaison with the various elements of the U.S. Army South Command and other agencies to gather facts, define and explore problems, and discuss possible solutions for approval of proposals and recommendations. Initiates and maintains contacts necessary for the conduct of such projects. Makes written and oral presentations on status of programs, budgets, review and analysis, acquisition, and contractor support activities. Plans and conducts in-depth analyses and studies of program and project objectives to determine that existing program structures and systems are adequate and properly applied to achieve objectives. Plans for program evaluation of G6 and serviced organizations, various government activities, and industry to measure effectiveness of program activities in relation to program objectives, and budgetary, schedule, and technical thresholds. Develops or selects and adapts techniques and methods for measuring progress against planned objectives and actions under conditions of rapidly changing technical program considerations. Researches requirements, formulates execution plan, and develops the G6 portion of the command management control plan. Participates in budget decrement exercises affecting current year directorate budget. Reviews and analyzes estimates and prepares program/budget narrative and justification for directorate requirements Develops acquisition strategy and prepares operating plan for budget year and program years. Serves as the G6 directorate Main Command Post (MCP) hand receipt holder. Responsible for formal property book accounting of all information technology and telecommunication equipment on the G6 hand receipt supporting the MCP. Exercises complete control for transactions that take place in the directorate MCP hand receipt. Specialized Experience: One year of specialized experience in the Federal service which includes experience in directing and managing administrative functions, policies and procedures, resource requirements, information technology (IT) and telecommunications equipment affecting operational requirements; maintaining timeliness, coherence and completeness such as staff actions, briefings, and participation in conferences, programming and budget meetings, work groups, etc. Experience directing special projects and taskings; resolving conflicting issues between managerial and technical aspects of authorities regarding assignments; running financial performance data analysis and system/program analysis; experience in functions that include development of policy guidance, acquisition management, contracting requirements for information resources, and providing technical services support in a multiple vendor information technology environment. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Information Management Planning and Evaluating Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience aloneā€“no substitution of education for experience is permitted.
