Do you have advanced skills in Esri ArcGIS Software? Do you enjoy using your GIS and collaboration/coordination skills to support improved protections for aquatic habitats and fish access to those habitats? If so, we encourage you to apply!

This is a permanent, full-time position located in Salem, Oregon.

What you will do:

  • Oversee and lead most aspects of design, maintenance, project management, and process for GIS-related Fish Presence/Habitat (FP/H), Fish Passage Barrier (FPB) and streamflow data development efforts pertaining to the Private Forest Accord (PFA), working on one or more projects of small and large complexity at the same time.
  • Manage and maintain agency FP/H, FPB and streamflow layers using a variety of GIS and computer applications including tabular and spatial database management, statistical analysis, spreadsheets, word processor, graphics, and communications systems.
  • Use GIS software, geodatabases, tabular databases, and spreadsheets in the creation, production, analysis, and stewardship of spatial information.
  • Assist in developing and maintaining QA / QC procedures and implement as appropriate.
  • Conduct quality assurance reviews, including spatial analysis of several derived and collected data products and migrate to other formats as needed.
  • Coordinate with ODFW field staff, and ODF staff as necessary, to integrate field collected FP/H, FPB and streamflow data into the statewide authoritative dataset.
  • Plan, schedule, coordinate, lead and/or attend meetings and other activities with field, division, and headquarters ODFW staff and staff from other agencies to accomplish mission critical project objectives, such as developing new data layers.

Working Conditions

  • Requires extended, daily use of personal computers to type, analyze, and summarize data. Occasionally requires overnight travel. Also requires occasional long hours and situations involving tight deadlines, meetings, interagency negotiations, and problem resolution. Requires the person to remain current on GIS software applications.
  • The work of this role may be conducted remotely with full access to the needed operating systems and technology via a hybrid work schedule contingent upon the business needs.
  • Routinely work with others in development and delivery of spatial and tabular data and maps for use in resource management, regulation, and collaborative decision-making activities
  • Working in a team environment requires participative decision making and cooperative interactions among employees.
  • Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working at all hours and workdays in excess of eight hours. Work exceeding 40 hours per week requires supervisor approval.

Criminal Records/DMV Check

Applicants are subject to both a criminal history and motor vehicles check. Driving is required for all positions. Out-of-state finalists will be required to present a current certified or uncertified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. You are expected to provide the out-of-state driving record before an offer can be made unless extenuating circumstances exist. Adverse background and/or driving information may disqualify you from further consideration.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

Minimum Qualifications:

  • Four (4) years of information systems experience in geographic information systems (GIS), designing, constructing, or analyzing spatial data and information systems OR
  • Associate’s degree in computer science, Information Technology, GIS, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field; AND two (2) years of information systems experience in geographic information systems (GIS), designing, constructing, or analyzing spatial data and information systems. OR
  • A bachelor’s degree in information technology, Computer Science, or related field may substitute for all of the above.

Requested Skills

  • Advanced skills or knowledge in GIS and Esri spatial database technologies including ArcGIS Pro, ArcGIS Enterprise and ArcGIS Online, data management, analysis, cartography, geoprocessing automation, geography and math
  • Knowledge of mobile data collection including ArcGIS Field Maps and Survey123, mobile devices and GPS
  • Knowledge of enterprise geodatabases and Linear Referencing Data Models
  • Experience with Python, Esri Model Builder, SQL and ArcGIS Arcade
  • Experience working effectively with staff who have different personalities, management styles and varying levels of technical knowledge
  • Experience working independently
  • Experience communicating effectively; including both orally and in writing
  • Experience coordinating with large numbers of staff
  • Experience synthesizing biological and hydrological data, including both spatial and tabular formats
  • Familiarity with biological resources and terminology
  • Familiarity with state and local government organizations
