Summary The Information Technology Project Manager position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services Division (FJDS). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders. Responsibilities The IT Project Manager plays a crucial leadership role in overseeing the data migration efforts within the case modernization initiative. This role involves leading the planning, oversight, and management of both technical and business teams as they develop business rules for mapping source data tables to target tables or STTM for migration. The IT Project Manager will collaborate closely with data subject matter experts and contractors responsible for implementing the design. Key responsibilities include planning and executing mock migrations, integrated product testing, and User Data Validation of the migrated data before the national rollout of the new case management system. Additionally, the IT Project Manager will provide data migration support to the courts during the rollout. The incumbent will be responsible for providing project oversight and management throughout the entire development cycle. This includes leading and guiding teams in a customer-focused environment where high-quality deliverables are essential and operations are critical. The duties of this position include, but are not limited to: Planning the data migration before the release begins based on the workload, manpower, and priority. Monitoring the progress of design work being done by the AO team. Facilitating design and grooming sessions with internal and external stakeholders. Monitoring development work performed by the contractors. Tracking testing assignments, starts, due dates, restarts, and acceptances. Updating planning document with status, assignments, needs, and notes. Reviewing and updating development work tracked in the application lifecycle management tool for descriptions and acceptance criteria. Coordinating and planning future work and shifts as needed for current or future release candidates. Providing oversight of contractor staff on data migration team. Working closely with product owners and other stakeholders. Coaching, mentoring, and encouraging project team members to act and be accountable for their assigned work. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in providing extensive knowledge in project management, overseeing and making recommendations to support process improvements, and managing internal and external teams throughout a project’s lifecyle. Education This position does not require education to qualify. A bachelor’s degree in computer science or related discipline is highly desired.
