Duties

  • You will serve as Information Technology Specialist (INFOSEC) in the Information Technology Department of the Communications Security (COMSEC)), Material Issuing Office (CMIO), Norfolk, Va.
  • You will oversee the Navy Marine Corps Intranet (NMCI) as well as Army, Navy, Air Force Common Tier-1 network as well as the ISDN telephone network for CMIO.
  • You will coordinate with department heads to ensure that hardware/software requirements are satisfied.
  • You will be responsible for the receipt, storage, shipment, and destruction of Communication Security (COMSEC) keying material for CMIO and for Local Element (LE) custodians and users.
  • You will maintain a complete allowance of CMS materials for command and LE custodians, ensures that every LE has a letter of authorization designating authorized custodians and alternatives.
  • You will be an alternate payroll manager IAW the Standard Labor Data Collection and Distribution Application (SLDCADA).

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a current COMPTIA SECURITY PLUS certification.
  • This is a Cyberspace Workforce position, work role code TECHNICAL SUPPORT SPECIALIST, proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policy.

Qualifications

Basic Requirements:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks or qualifying work experience.

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience, preferably submarine related, demonstrating each of the four competencies listed below:

1. Attention to Detail- IT-related experience demonstrating this competency include: Maintaining situational awareness (SA) of Network Operations connectivity requirements and capabilities as to ensure effective command and control.

2. Customer Service- IT-related experience demonstrating this competency include: Providing technical expertise concerning Navy Enterprise-wide development, implementation, modification, and management of long and short range IT planning and goals.

3. Oral Communication-IT-related experience demonstrating this competency include: Presenting reports and briefs to technical, non-technical, and senior personnel on research and development of network services.

4. Problem Solving-IT-related experience demonstrating this competency include: Resolving difficult issues and making recommendations on delivering network transport services.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience in CMIO mission, organization, and functions.
  • Experience planning, organizing, and completing various management directed projects from inception to completion and is responsible for the technical adequacy and quality of programs and projects under the jurisdiction of this position.
  • Experience using publications issued by the DOD, DON, NCMS, and CMIO.
  • Experience performing a wide variety of functions, independent problem solving, and establishment of command directives to ensure IT and CMS equipment and programs are installed, operated, and removed within security constrsints of the system.
