Duties

DUTY 1 – Manage and oversees the operations and activities of 16 AF/AP3 IW Operations Division.

DUTY 2 – Provides technical and analytical work pertaining to the planning and operations of complex computer systems and their integration with multiple special access programs.

DUTY 3 – Develops and presents IW capabilities to a wide variety of service, national and coalition customers.

DUTY 4 – Serves as a senior adviser and primary consultant in the discovery and dissemination of multi-source intelligence supporting IW.

DUTY 5 – Serves as Senior Information Warfare (IW) Emerging Technology advisor to the organization’s senior leadership.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • In the event of national crises, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the “Professional” work category are at the “Senior” work level and are equivalent to those at the GS-14 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge of AF organizations, planning and programming methodologies, AFCYBER and the intelligence community, Joint, DoD structure, organizations and mission/functions, interrelationships, and operations. Ability to plan, organize, and direct the functions and staff of an organization establishing effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of AF organizations, planning and programming methodologies, AFCYBER and the intelligence community, Joint, DoD structure, organizations and mission/functions, interrelationships, and operations. Ability to plan, organize, and direct the functions and staff of an organization establishing effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

2. Broad knowledge of IT systems analysis and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles. Extensive knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols, client/server technology, open systems architecture, distributed computing, web publishing, web-enabled applications and information retrieval techniques including access and security safeguards.

3. Expert knowledge of a comprehensive range of cyber relevant intelligence, surveillance, and research collection methods, techniques, practices; and multi-source intelligence information systems to capture and report on data to develop and manage IW capabilities, threat assessments, and portfolios.

4. Expert skills in executing Program Management responsibilities; acumen planning, organizing, and directing complex, multi-organization, multi-skillset activities across a wide variety of concurrent projects; knowledge of acquisition, funding, and contract administration supporting 16 AF IW mission.

5. Expert ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; the ability to interact in a professional manner with peers and senior officials with minimal guidance and supervision; the ability to be responsive within short deadlines writing clear and concise intelligence products and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

6. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
