How can you make a difference?

UNICEF, in partnership with CAF, is developing and implementing the Banco Futuro Initiative to advance inclusive financing for children and adolescents across Latin America and the Caribbean (LAC). Strong, consistent monitoring frameworks and evidence on results for vulnerable populations are essential to inform project design, negotiations, and implementation at country and regional levels. 

To support these objectives, UNICEF LAC Regional Office (LACRO) seeks a consultant to  provide technical and operational implementation support for the Banco Futuro Initiative throughout 2026, The consultant will work closely with country teams, the LACRO Data and Monitoring Manager, and the Innovative Finance Manager to support the application of Child Lens Investing Framework due diligence, KPI selection, Monitoring Reporting and Verification design, data quality review, project recommendation notes, and technical inputs for CAF and investor-facing reporting.

The consultant will provide technical and monitoring implementation support for the Banco Futuro Initiative, working jointly with the LACRO Innovative Finance and Data and Monitoring leads. The role will provide technical inputs to country offices for conducting Child Lens Investing Framework due diligence, defining project-level monitoring frameworks and KPIs, developing Monitoring Reporting and Verification pathways, identifying data and evidence gaps, preparing project recommendation notes, and generating technical inputs for CAF discussions and investor-facing reporting. 

The role will also support the operational work on country offices and LACRO by coordinating inputs, maintaining project documentation, and translating regional guidance into practical tools and country-level deliverables. Key Activities/Tasks;

  • Child Lens Investing Framework (CLIF) Due Diligence and Project Readiness Review
  • Monitoring Framework Development and Key Performance Indicator (KPI) Selection
  • Monitoring, Reporting and Verification (MRV), Data Quality, and Gap Closure Plans
  • Country Office Implementation Support and Coordination
  • Technical Inputs for Reporting and Investor-Facing Materials

To qualify as an advocate for every child you will have:

Minimum requirements:

  • Education: Advanced (Master’s) university degree in social studies, international development, finance, economics, public policy, statistics, project management, or related field. A first university degree with additional two years’ relevant work experience could be accepted.
  • Work Experience: At least 5 years of relevant professional experience in project management, data analysis, results-based monitoring, finance for development, innovative finance.
  • Experience coordinating multi-stakeholder projects across international organizations, governments, academia, or civil society.
  • Skills: Innovative finance, development finance, monitoring frameworks, work with International Financial institutions
  • Language Requirements: Proficiency in English and Spanish required
  • Desirables: Experience in Latin America and the Caribbean is highly desirable.
