For every child, the right to strength
Under the direct supervision of the Nutrition Specialist NOC -IMAM and the overall guidance of the chief of section, the Nutrition Officer will support the roll out of the nutrition programme targeting provinces under the nationwide category of the Country Programme 2026–2030. The Nutrition Officer provides professional technical, operational and administrative support across the full programme cycle—from strategic planning to delivery of results—at both national and subnational levels, contributing to the achievement of the Nutrition Outcome that by 2030, children and mothers, particularly those in vulnerable situations, have improved access to and utilization of quality nutrition services. This is a Temporary Appointment contract with duration of 364 days.
At the national level, the Nutrition Office works under the supervision of the Nutrition Specialist to support government counterparts through technical advocacy, policy dialogue and coordination. This includes contributing to the development and refinement of national nutrition policies, strategies, guidelines and implementation approaches, and ensuring that evidence-based nutrition interventions are aligned with global recommendation and the nationwide coverage agenda and integrated within the broader health transformation framework.
At the subnational level, the Nutrition Officer is strategically assigned to a specific geographic zone, Sumatra Island, to support provincial and district governments to implement, coordinate and scale up a comprehensive package of evidence-based nutrition interventions addressing the triple burden of malnutrition. This includes system strengthening, multisectoral coordination, and quality service delivery through existing health and community platforms. The zonal deployment structure enables close engagement with local authorities, accelerates operational deployment under the Child Nutrition Fund (CNF) and other grants to ensure effective integration and scale-up of high-impact nutrition interventions across provinces and districts.
How can you make a difference?
The Nutrition Officer (CNF Nationwide) will be responsible for the following key end results:
1. Support to programme development and planning
• Support to conduct and regular updating of nutrition situation analyses at national and subnational levels to inform programme development, design and management, including analysis of political, social, economic, health and nutrition trends.
• Contribute to the development of sectoral programme goals, objectives, strategies and results frameworks through analysis of nutrition needs, identification of priority interventions, and formulation of evidence-based recommendations.
• Provide technical and operational support throughout all stages of the programme cycle by preparing background materials, technical inputs and documentation in compliance with UNICEF programme management systems and procedures.
• Assist in the preparation of programme documentation required for internal review, approval and partnership processes, including inputs to results-based planning (RBM), workplans and monitoring frameworks.
2. Programme Implementation, Monitoring and Delivery of Results
• Support the effective implementation of nutrition programmes at subnational level to ensure timely and quality delivery of planned results in line with approved workplans.
• Provide day-to-day technical and operational support to provincial and district governments in implementing nutrition interventions across health facilities, schools and community platforms.
• Support routine monitoring of programme activities, indicators and targets, including data collection, verification, analysis and use for adaptive programming.
• Identify implementation bottlenecks, risks and capacity gaps at subnational level and support the development of practical solutions in coordination with relevant stakeholders.
• Assist in the preparation of progress updates, field monitoring reports, donor reports and inputs to corporate reporting systems.
3. Technical and Operational Support to Nutrition Interventions
• Support the strengthening of quality, coverage and continuity of evidence-based nutrition interventions delivered through health systems, education systems and community platforms.
• Provide technical assistance to subnational governments on the implementation of high-impact nutrition interventions, including maternal nutrition, infant and young child nutrition, prevention and management of wasting (including SAM), and adolescent and maternal nutrition, in line with national guidelines.
• Support the strengthening of community-based platforms, including Puskesmas, Posyandu and ECE/PAUD centres, to improve early detection, referral, follow-up and continuity of care for children and mothers at nutritional risk.
• Assist in the dissemination, application and contextualization of national nutrition policies, guidelines, tools and standard operating procedures at subnational level.
• Support coordination of service readiness and supply-related aspects of nutrition programmes, including linkages between commodities and service delivery.
4. Advocacy, Coordination and Partnership Building
• Support advocacy efforts at subnational level to strengthen political commitment, prioritization and financing for nutrition within local development plans and budgets.
• Provide technical support to subnational governments to improve planning, allocation and utilization of resources for priority nutrition interventions, including but not limited to treatment of severe acute malnutrition, maternal nutrition and infant and young child feeding.
• Facilitate multisectoral coordination among health, food, education, social protection and other relevant sectors to support integrated nutrition responses.
• Engage and coordinate with local partners, including civil society organizations, academia, NGOs and community groups, to strengthen programme delivery, outreach and sustainability.
• Support documentation and communication of subnational results, good practices and lessons learned to inform national-level advocacy and programme adjustments.
5. Knowledge Management, Innovation and Capacity Building
• Support learning, capacity strengthening and adoption of improved practices in nutrition programming at subnational level.
• Support capacity strengthening of subnational government staff, frontline workers and partners through training, mentoring and on-the-job technical support.
• Assist in documenting good practices, lessons learned and innovative approaches related to community-based and facility-based nutrition interventions.
• Support the use of data, digital tools and monitoring platforms to improve planning, tracking, reporting and service delivery.
• Promote adaptive programming through regular review, reflection and use of monitoring data to inform programme improvements.

To qualify as an advocate for every child you will have…
Minimum requirements:
– Education: university degree in one of the following fields: nutrition, public health, pediatric health, maternal and child health, health research, global/international health, health policy and/or management, epidemiology, biostatistics, environmental health sciences, health education, or another relevant technical field.
– Experience: a minimum of two years of professional experience in one or more of the following areas: nutrition program planning and management, maternal and child nutrition/health, Integrated Management of Child Wasting (IMAM), Stunting, infant and young child feeding, or health emergency/humanitarian nutrition response.
– Language Requirements: Fluency in Bahasa Indonesia and English.
Desirables:
– Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
– Familiarity with emergency settings
– Experience in nutrition programme/ project development in a UN system agency or organization Proven experience working in nutrition in Indonesia
– Proven experiences in managing health and nutrition programme in development context.
– Strong leadership and communication skills with the ability to manage complex project implementation across multiple locations.
– Demonstrated expertise in developing high quality technical documents, ad-hoc programme reports, and communication materials.
