For every child, the right to strength 

Under the technical guidance of the chief of section and administrative oversight of the chief of field office, the Nutrition Officer will be reporting to the Health and Nutrition Specialist and will provide programme/ technical, operational, and administrative support to provincial and district governments across West Java, Central Java, and East Java. The position will support the planning, implementation, monitoring, and coordination of UNICEF- supported nutrition programmes while strengthening partnerships with local governments, universities, civil society organizations, and other stakeholders to improve nutrition outcomes. This is a Temporary Appointment contract with duration of 364 days.

How can you make a difference? 

The Nutrition Officer will be responsible for the following key end results:
1. Support to programme development and plan
• Conduct and update situation analyses related to nutrition programmes in West Java, Central Java, and East Java to support the development, design, and management of UNICEF-supported nutrition programmes. Research and report on development trends (e.g., political, social, economic, nutrition, and health) to inform programme planning and improve programme management, efficiency, and delivery of results.
• Contribute to the development of programme goals, objectives, strategies, and results-based planning for nutrition programmes through analysis of nutrition needs and identification of priority areas for intervention.
• Support provincial and district governments in strengthening nutrition-related policies and planning instruments, including Food and Nutrition Action Plans (RADPG) and other provincial policies that operationalize national priorities related to stunting reduction and improved nutrition outcomes.
• Contribute to advocacy efforts to strengthen nutrition-specific and nutrition-sensitive policies aimed at addressing the triple burden of malnutrition, and support programme development related to maternal nutrition, adolescent nutrition, Integrated Management of Acute Malnutrition (IMAM), nutrition-sensitive food systems approach, and Social and Behaviour Change (SBC) strategies to promote healthy nutrition practices.
• Provide technical and operational support throughout all stages of programme processes by preparing programme documentation and materials, supporting results-based planning (RBM), and ensuring compliance with organizational processes and management systems to support effective programme planning, monitoring, and evaluation.

2. Programme management, monitoring and delivery of results
• Work closely and collaboratively with colleagues, government counterparts, and partners to support the implementation of UNICEF-supported nutrition programmes in the Java provinces, including activities related to maternal nutrition and Integrated Management of Acute Malnutrition (IMAM) supported through the Child Nutrition Fund (CNF), Social and Behaviour Change (SBC) interventions to improve nutrition practices, and the ALPHA Programme in West Java.
• Support coordination and documentation of learning related to the development of the Center of Excellence (CoE) for the Free Nutritious Meals programme (Makan Bergizi Gratis – MBG) in East Java.
• Participate in monitoring and evaluation exercises, programme reviews, and annual reviews with government and other counterparts to assess programme performance and identify required actions and improvements at programme management level.
• Monitor and report on the use of programme resources (financial, administrative, and other assets), ensuring compliance with approved allocations, organizational rules and procedures, donor commitments, standards of accountability, and integrity.
• Prepare regular and mandated programme and project reports for management, donors, and partners to keep them informed of programme progress, results, and implementation challenges.

3. Technical and operational support to programme implementation
• Conduct regular programme field visits and engage with provincial and district governments and other partners to assess progress and provide technical support for programme implementation.
• Identify critical issues, bottlenecks, and operational challenges related to nutrition programme implementation, including maternal and child nutrition services, adolescent nutrition initiatives, Integrated Management of Acute Malnutrition (IMAM), and Social and Behaviour Change (SBC) interventions aimed at improving nutrition practices, and provide recommendations for timely resolution.
• Provide technical and operational support to government counterparts, NGOs, UN system partners, and other stakeholders on UNICEF policies, strategies, and best practices related to nutrition programming and behaviour change to strengthen programme implementation and delivery of results.
• Support programme implementation related to the ALPHA Programme in West Java, including activities aimed at strengthening Infant and Young Child Feeding (IYCF) practices as part of integrated maternal and child nutrition programming.

4. Networking and partnership building
• Build and sustain effective working partnerships with provincial and district governments, universities, civil society organizations, and other stakeholders to facilitate programme implementation and strengthen local capacity to address nutrition challenges
• Support collaboration with academic institutions and relevant partners contributing to the development and knowledge exchange activities of the Center of Excellence (CoE) for the Free Nutritious Meals programme (MBG) in East Java.
• Draft communication and information materials for programme advocacy to promote awareness, strengthen partnerships, and support resource mobilization for nutrition programmes.
• Participate in relevant inter-agency and coordination meetings with government, UN agencies, and development partners to strengthen coordination and collaboration on nutrition programmes.

5. Innovation, knowledge management and capacity building
• Identify, capture, synthesize, and share lessons learned from programme implementation to strengthen knowledge development and inform programme improvement.
• Promote innovative approaches and good practices, including Social and Behaviour Change (SBC) approaches, to support effective and sustainable programme implementation.
• Research and document best practices and emerging evidence to inform the development of knowledge products and programme strategies, including learning generated through the Center of Excellence (CoE) for MBG.
• Participate as a resource person in capacity-building initiatives to strengthen the competencies of government counterparts and other stakeholders involved in nutrition programming.

To qualify as an advocate for every child you will have…

Minimum requirements:

– Education: A university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
– Experience: A minimum of two years of professional experience in one or more of the following areas is required: nutrition, public health, nutrition planning and management, food and nutrition security, or maternal, infant and child health/nutrition care. The successful candidate is also expected to have strong skills in planning, implementing and monitoring programme, and performing communication and advocacy to support the development, or strengthening, of sectoral and cross-sectoral policies that can positively contribute to reducing the triple burden of malnutrition in Indonesia.
– Language Requirements: Fluency in Bahasa Indonesia and English.

Desirables:

– Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
– Familiarity with emergency settings
– Experience in nutrition programme/ project development in a UN system agency or organization
– Proven experience working in nutrition in Indonesia
– Proven experiences in managing health and nutrition programme in development context.
– Strong leadership and communication skills with the ability to manage complex project implementation across multiple locations.
– Demonstrated expertise in developing high quality technical documents, ad-hoc programme reports, and communication materials.
