Scope of Work.
Provide technical and strategic advice to the Project team (UNICEF and contracted Consultants) with emphasis on guidance and comprehensive review of the developed outputs for the achievement of the following outcomes:
Outcome 1: Communities and their leaders have improved capacity to develop comprehensive risk assessments and define prioritized risk scenarios for contingency plans and preparedness actions, using multi-sectoral and specialized skills.
The consultant will be responsible for the following activities according to each project deliverable:

In order to ensure project results, the consultancy will focus on the following outcomes:

Outcome 2: Selected municipalities have established critical preparedness routes and validated coordination arrangements, as well as basic preparedness packages, including early warning mechanisms, evacuation protocols, adaptive and flexible spaces, and pre-positioning of essential non-consumable supplies to ensure continuity of essential social services.

Content: Practical adjustment recommendations for: Extension Course (UVC) and Diploma Course on Risk Management in the Venezuelan Basic Education Subsystem (UNEM). Executive presentation on findings, changes (Plan or syllabus, methodological aspects, others), restructuring of contents and recommendations. Review of the revised and adjusted ToTs Training Manual and training materials. Content: Training manual for trainers, adjusted based on the material generated, throughout the UNEMSR Diploma (in the case of educational personnel) and UCV postgraduate course (for the rest of the project participants). Content: Document with general guidelines for the formulation of short-term project profiles (WASH, Education, Child Protection, Nutrition and Health) to reduce risks in communities in the risk scenario prioritized in each municipality. | (6 weeks after the start of the consultancy) | |

Content: identification of potential low-cost warning systems to be implemented in the selected municipalities. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
