Duties and Responsibilities
The General Assembly resolution 72/279 on the UN Development System reform elevates the United Nations Sustainable Development Cooperation Framework (CF) as the most important planning and implementation instrument of the UN system in support of the 2030 Agenda for Sustainable Development (2030 Agenda) in the country with a commitment to leave no one behind and in line with human rights and other international standards and obligations. It outlines the UN’s collective response to national development priorities and the Sustainable Development Goals (SDGs) and is prepared and implemented in full consultation with the Government and other stakeholders, including development partners, international financial institutions, civil society, trade unions, private sector and beneficiaries. The CF is anticipated to serve as a key driver in promoting inclusivity and enhancing the quality of public services, fostering economic transformation and sustainability in Uzbekistan, and leveraging funding to support the achievement of the SDGs. The UN Country Team in Uzbekistan has finalized the CF Evaluation, Common Country Analysis (CCA) and conducted the Strategic Prioritization Workshop, identifying key development challenges and priority areas, UN’s value added, risks, SDG accelerators and other elements. The UNCT has already defined the future CF’s Outcomes, preliminary outputs, as well as risks, assumptions and other elements which will contribute to the formulation of the CF Theory of Change. The consultant is expected to consider the global guidelines for CF formulation, along with the findings from the previously mentioned CF Evaluation, the CCA, and the Strategic Prioritization Workshop in his/her work. The final draft 2026-2030 UNSDCF Results Framework is expected to be submitted to the Government of Uzbekistan for the formal review and endorsement by March 2025, while the full package of the UNSDCF will be submitted for the official signing in June 2025. To support the development of a quality inclusive UNSDCF, on behalf of the UN Country Team (UNCT), the UN Resident Coordinator’s Office is recruiting an International consultant to accompany the process of formulating UNSDCF 2026-2030 in line with the new UNSDCF guidance and its consolidated annexes and companion pieces to ensure coherence, common language and analysis, editing and etc. To support the development of a high-quality, inclusive UNSDCF, the UN Resident Coordinator’s Office, on behalf of the UN Country Team (UNCT), is hiring an international consultant to help with the formulation process for the 2026-2030 UNSDCF. This will be in alignment with the new UNSDCF guidelines, including its consolidated annexes and companion documents, ensuring coherence, consistent language, thorough analysis, and editing.
Qualifications/special skills
Master’s degree required in development studies, economics, social sciences, international relations or any other related field • A minimum of 10 years of relevant professional experience is required, specifically in the field of international development initiatives and development organizations; • Profound knowledge of the UN system and UN common country programming processes and its operationalization; • Profound knowledge of 2030 Agenda for sustainable development/SDGs; and SDG localization and reporting and monitoring processes; • Strong experience and a track record of formulating UN system assistance framework documents (preferably CF), or other flagship UN analytical products; • A strong understanding of the Central Asian context, particularly Uzbekistan, is highly desirable.
Languages
Fluency in English is required, knowledge of Russian is desirable
