                                                         TERMS OF REFERENCE

The CARE4Health project, funded by the European Union, has supported the restoration of essential health services and strengthening of health systems in conflict-affected and underserved areas of Ethiopia. As the project approaches closure in October 2026, UNICEF now requires dedicated capacity primarily to coordinate the end-line evaluation, audit readiness, and full project close-out process, while ensuring that remaining closure-critical activities are completed to the required quality and within the agreed timeframe.

Implementation progress has been substantial, including renovation of damaged health facilities, restoration of CBHI activities, procurement and distribution of MNCH supplies, provision of 254 computers and 475 tablets to support DHIS2, rollout of adolescent-friendly services, and support for MHPSS and GBV services. Significant efforts have also been made to strengthen DHIS2 and eCHIS for improved reporting and decision-making.

This consultancy is therefore required as a dedicated project closure coordination function. The consultant will lead day-to-day coordination of the end-line evaluation, audit readiness, final reporting, closure documentation, stakeholder dissemination, and follow-up of remaining closure actions, including any outstanding construction-related matters. The role is intended to ensure that CARE4Health closes in a systematic, well-documented, and audit-ready manner, with all major deliverables completed to UNICEF and donor standards.

  • Minimum requirements:
  • Education: An advanced degree in social sciences, public health, statistics or related disciplines is required
  • Work Experience/Knowledge/Expertise/Skills:

• A minimum of five years of professional experience in one or more of the following areas is required: Public Health/Sexual Reproductive Health planning and management, Maternal, Child health and Adolescent Youth Friendly Health Care, Gender Based Violence, Mental Health and Psychosocial support from which 3 years of experience in project coordination specifically on EU Grant and at UN Agencies is required.

• Health emergency/ humanitarian preparedness experience in essential.

• Demonstrated familiarity with the EU-supported CARE4HEALTH project is mandatory. Candidates must have direct knowledge of the project’s objectives, implementation modalities, governance arrangements, and key stakeholders, acquired through prior involvement

• Experience working in a developing country is considered an asset.

• Sound understanding of the Ethiopian Health System

• Relevant experience in a UN system agency or organization as well as closely working with MOH of Ethiopia is considered as an asset.

• Project management and coordination
