For every child, the right to education!
As part of the pilot, a capacity-building package will be developed and delivered to preschool teachers, special educators, psychologists, and principals, focusing on inclusive pedagogy, Universal Design for Learning (UDL), individualized planning, child protection, early intervention, and the whole-school approach. Specialized learning resources and teaching aids will be supplied to support the diverse academic, behavioral, cognitive, linguistic, and social needs of children. The pilot will also test inclusive support mechanisms in curriculum, pedagogy, assessment, and learning environments, with structured monitoring to generate evidence on accessibility, participation, child development, and staff capacity.
• Participation – ensuring meaningful engagement, safety, and belonging of every learner: parental and community engagement, anti-bullying and anti-stigma measures, psychosocial well-being, and children voice.
• Achievement – ensuring that all learners reach their full potential through equitable, inclusive learning: inclusive teaching, differentiated instruction, assessment for learning, and gender-responsive pedagogy.
• Development of referral and support mechanisms – linking preschools to health and social services and school as a next step in education.
3. Develop selection criteria for model preschools and conduct baseline needs assessments to identify capacity gaps and resource requirements in selected 10 pilot preschools. Develop an action plan for implementation of the modeling of inclusive preschools in selected regions with clear tasks, deliverables and timeline.
4. Support in establishment and operationalizing Preschool Inclusion Team (PITs) in pilot preschools, defining their composition, function and roles including development of protocols for referral pathways and coordination mechanisms with external services (health, child protection, ECD/EII).
5. Support selected preschools in the development and implementation of Preschool Improvement Plans, ensuring establishment of functional support systems and capacitated staff to address diverse learner needs and individual planning.
6. In collaboration with the capacity building Expert for inclusive preschool education provide support in the designing and delivering a comprehensive capacity-building programme for preschool teachers, special educators, psychologists, and principals, covering inclusive pedagogy, individualized planning, child protection, Universal Design for Learning (UDL), and effective use of specialized learning resources, assistive tools and teaching/learning materials.
7. Revise and refine the IEPF based on pilot results and prepare technical reports, policy briefs, and recommendations for integration into national preschool standards, policy, and professional development systems.
8. Develop practical guidelines and tools for individualized support, reasonable accommodation, implementation of the curriculum and assessment tools to address special educational needs of a child (based on ELDS and Curriculum)
9. Provide technical guidance and ongoing consultation to UNICEF, the Ministry of Preschool and School Education, and national institutions to ensure quality, coherence, and sustainability, and to support alignment with broader inclusive education and early childhood development reforms.

2. Develop and finalize the Inclusive Education Programmatic Framework (IEPF) for preschools, aligned with Preschool Curriculum, ELDS and inclusive education standards, in consultation with UNICEF and MoPSE.

9. Monitor implementation and gather data on accessibility, participation, child development, staff capacity – September 2026 – January 2027 – 10 days

13. Provide ongoing technical guidance and consultation to UNICEF, and provide monthly progress report summarizing activities undertaken, deliverables produced, results achieved, challenges and mitigation strategies and next steps – Ongoing throughout the duration of the contract – 5 days

14. Final report on programme implementation, results, lessons learned, and recommendations for scale-up – February 2027 – 5 days

To qualify as an advocate for every child you will have…
Minimum requirements:
- Education: Advanced university degree (Master’s or higher) in Education, Early Childhood Development, Inclusive Education, Special Education, or a related field.
- Work Experience:
- Minimum 15 years of professional experience in education, with substantial expertise in preschool/early childhood development, including experience in inclusive education and teacher professional development systems.
- At least 10 years of demonstrated experience in inclusive education, system-wide education reforms, and/or large-scale teacher training initiatives, preferably in low- and middle-income country contexts.
- Solid track record in developing institutional frameworks, standards, and tools to strengthen inclusive education at preschool or school levels.
- Strong analytical, facilitation, and report-writing skills, with the ability to translate complex technical concepts into practical guidance for practitioners.
- Language Requirements: Excellent command of written and spoken English; knowledge of Russian would be considered an asset.
