For every child, the right to advocate

This SitAn’s main methodological approach is to review and synthesize data available from various already available documents, compare key available statistical and administrative data with 2021 SitAn data, analytical review on the progress achieved in the past two years against the 2023 CRC periodic report and on child-related SDGs. The analysis will specifically draw on available data and reports such as UNICEF supported studies, surveys, assessments and evaluations, as well as official statistics, and reports produced by e.g. United Nation organizations, World Bank and other partners.  No quantitative primary data will be collected. The process of developing the Light Situation Analysis anticipates light engagement with the government and key stakeholders, including children and young people. It serves as an opportunity to promote meaningful dialogue between the main child rights actors in the country on children’s and adolescents’ issues. Online interviews with key stakeholders and partners will be conducted if and where additional information is needed.

The consultant is expected to produce and submit the following deliverables:

  • SitAn inception report, which includes a tentative work plan and an initial analysis of the information that needs to be updated as a priority in the SitAn.
  • Preliminary draft report on key findings and conclusions, including a PowerPoint presentation to the UNICEF Kyrgyzstan Country Office for validation of the findings. It also includes an Annex for selected sub-domains in line with the focus of the SitAn and an Annex of State of Children’s Rights (SoCR) with issues, bottlenecks and national actions as well as major knowledge/data gaps arranged by the proposed child rights domains and sub-domains.
  • Briefs and documents for strategic moment of reflection and other consultations based on the revised draft SitAn report.
  • Final Report – which integrates comments from the validation process, ideally limited to ~ 42 pages (not including Annexes); Final PowerPoint presentation and, as applicable, detailed causality analyses focusing on selected deprivations in each of three sub-domain.

All submissions should be electronic. All materials submitted to UNICEF should be delivered in English, including preliminary report on key findings and conclusions, SoCR Annex, Final Light SitAn Report and PowerPoint presentation.

 

To qualify as an advocate for every child you will have… 

Minimum requirements:

·              Recognized institution/researcher with proven experience in public policy, social policy and policy analysis, child/human rights, public finance

·              Advanced degree in social sciences, international development or related fields relevant for the assignment

·              Strong analytical skills – references to previous work or institutions

·              Excellent knowledge of statistics, social service systems, development agenda

·              At least 5 years of relevant experience in development of analytical reports and policy documents related to children and adolescents

·              Proven experience in in quantitative and qualitative data analysis, policy (and finance) analysis (including experience in the consistent use of age and sex-disaggregated and gender sensitive data) and report preparation

·              Knowledge of human rights-based approach to programming

·              Experience in facilitating consultations with government representatives, NGOs, academia, children, adolescents and other stakeholders.

·              Knowledge of UNICEF planning approaches, different strategic foresight methods

·              and familiarity with the Central Asia region’s contexts is an asset.

·              Fluency in English; Fluency in the Russian language is highly desirable.

·              Excellent writing skills

·              Previous experience with UNICEF is an advantage.
