Purpose of consultancy:

Background and Rationale

At the core of UNFPA mission are three transformative goals aimed at accelerating progress toward a more equitable world:

  1. Ending unmet need for family planning – Ensuring universal access to modern contraceptives and reproductive health services so that individuals can make informed choices about their bodies and futures.
  2. Ending preventable maternal deaths – Strengthening health systems and midwifery care to prevent maternal mortality and provide quality care for safe pregnancies and childbirth.

Ending gender-based violence and harmful practices – Combating violence against women and girls, including child marriage and female genital mutilation, through advocacy, services, and legal reforms.

By achieving these goals, UNFPA aims to uphold human rights and create a world where women and girls can live with dignity, free from discrimination and violence.

The Coalition for Reproductive Justice in Business (CRJB) is an initiative led by UNFPA headquarters. The goal of the CRJB is to promote the reproductive health agenda for women and girls within corporate strategies and operations. The Coalition encourages the private sector to adopt SRHR indicators, implement relevant initiatives, and report progress through Corporate Social Responsibility (CSR) and Environmental, Social, and Governance (ESG) reporting. The Coalition currently has membership of leading organisations from both the private sector and international organization, and is seeking to expand its membership in the Philippines. 

To further this goal, and in line with UNFPA 9th CP partnership strategy the UNFPA Philippines Country Office (CO) and CRJB seeks to establish partnerships with corporates, Foundations and Philanthropy that will maximize its impact, leverage its influence through a range of social investment strategies. With corporations UNFPA works to create an impact on sexual and reproductive health and rights not only for employees, but also for customers, suppliers, global supply chain workers and all stakeholders associated with the sector. Foundations and philanthropic organizations also bring a wealth of knowledge, perspective and expertise given their work with multiple stakeholders, which can provide valuable insight to inform UNFPA’s own work and initiatives.

In this framework, UNFPA has identified a number of Corporates, Foundations and Philanthropic organizations in the Philippines whose priorities match UNFPA mandate, and is planning to organize a field trip and a high-level roundtable event to showcase UNFPA success stories and reflect on PPP models and innovative funding mechanisms to accelerate a measurable and positive social impact . 

These events will bring together C-suite leaders from Corporates , Foundations and Philanthropics, as well as government agencies in the Philippines, to build a network of partners who will champion SRHR through workplace initiatives and advocacy.

Objectives

The consultancy will position UNFPA as a catalyst for corporate-led social impact, ensuring that reproductive health and rights become a fundamental part of business sustainability efforts. 

Objectives of the consultancy: 

  1. Strengthen Corporate Engagement in SRHR. Encourage businesses to align their strategies with broader social responsibility goals by integrating equity, health, and well-being considerations into their corporate sustainability and governance frameworks. Support companies in adopting relevant indicators and initiatives that promote inclusive workplace policies, employee well-being, and broader community impact.
  2. Expand Multi-Stakeholder Partnership. Foster Public-Private Partnerships (PPPs) with corporations, philanthropic organizations, and foundations to scale up investments in SRHR. Mobilize resources and expertise to support family planning, maternal health, and GBV prevention initiatives. Build a network of corporate and philanthropic champions who will advocate for long-term systemic change
  3. Facilitate Knowledge Sharing & Innovation. Showcase UNFPA’s impact and explore innovative financing mechanisms for reproductive health initiatives.

Outputs

Review and Assess the List of Potential Corporate and Philanthropic Partners:

  • Conduct a comprehensive review of the identified corporates, foundations, and philanthropic organizations whose priorities align with UNFPA’s mandate.
  • Assess their current engagement in social impact, CSR, and SRHR initiatives to identify the most strategic potential partners.
  1. Strengthen event planning and execution: Ensure the pre-session(s) and high-level Roundtable with the private sector are well-structured, relevant, and aligns with CRJB and the CO’s objectives. Prepare materials and action plans to ensure quality of the pre-sessions. Ensure pre-sessions participants receive comprehensive insights into UNFPA and CRJB’s mission.
  2. Optimise Stakeholder Engagement: Develop strategies to actively engage corporate, foundations and philanthropic and government participants in pre-sessions and roundtable by giving them a role and encouraging them to ask critical questions. The goal is for participants to become CRJB members and/or co-funders/partners in CO projects.
  3. Develop Actionable Plans: Produce a comprehensive post-event report that includes stakeholders feedback, opportunities for collaboration, recommendations for future partnerships
  4. Guide Future Planning: Deliver strategic recommendations on how findings from the conference, field visits, and roundtable discussions can be integrated into UNFPA CO’s private sector engagement strategy.

Scope of work:

(Description of services, activities and/or outputs)

Working closely with the UNFPA Philippines CO, Partnerships Team, and the UNFPA Asia Pacific Regional Office, the Consultant will undertake the following tasks:

1. Pre-Roundtable phase

  • Develop a comprehensive strategy and action plan for the private sector roundtable: This includes creating a detailed strategy and concept notes for both the pre-session and the main roundtable.
  • Review and Assess the List of Potential Corporate and Philanthropic Partners, to identify companies/foundations whose priorities align with UNFPA’s mandate. .
  • Prepare a detailed agenda for the pre-session(s) and roundtable, defining the focus and methodology for each session.
  • Prepare a session guide/script and action plan, including guide questions.
  • Provide inputs to the field trip focus and schedule.
  • Provide inputs to the Roundtable invitation emails and/or official letters addressed to C-suite leaders.
  • Support the drafting and reviewing of presentations and other relevant materials for the pre-session(s), roundtable and one-on-one meetings with the private sector as necessary.
  • Support the negotiation for concrete partnership agreements to be signed with an organization at the end of the Roundtable.
  • Support the negotiation for private sector organizations to become CRJB members.

2. Field Trip and Roundtable phase

  • Ensure a smooth implementation of the field trip and roundtable program.
  • Moderate the discussions while providing technical expertise.
  • Facilitate interactions between participants to increase dialogue and collaboration.

3. Post-Roundtable phase

  • Prepare a post-event report which includes key discussions, outcomes, stakeholder feedback, challenges, and follow-up actions/recommendations for future partnerships between the private sector organisations and the CO.
  • Deliver strategic recommendations on how findings from the pre-session(s), field visits, and roundtable discussions can be integrated into UNFPA CO’s private sector engagement strategy.

Consultancy Period

The consultant will begin work as soon as the contract is signed. 

The consultancy will consist of 30 person-days spread over a three-month period, from when the contract is signed, until June 30, 2025, with final deliverables due by June 24, 2025, and a debriefing with the CO by June 30, 2025.

Monitoring, Supervisory and quality check arrangements: 

Reports to be reviewed by the Assistant Country Representative, Partnerships and Resource Mobilization Officer, and approved by the UNFPA Country Representative.

Expected travel:

The consultant’s mission to the Philippines is scheduled from June 5 to June 12, 2025 (TBC after the roundtable schedule is set). If necessary, an additional visit to the Philippines will also be conducted in April or May. Travel costs, including DSA, airfare, and incidentals, will be covered by UNFPA in addition to the consultancy professional fee.

Supervisory Arrangements:

UNFPA Country Representative with close monitoring from the Assistant Country Representative and the Partnerships and Resource Mobilization Officer.

Required expertise, qualifications and competencies, including language requirements:

Education

Advanced degree in public policy, development studies, social science, management or any other relevant field of study.

Knowledge and Expertise

  • At least ten years of international experience in public policy, strategic planning, and program management.
  • Advanced degree or substantial experience in women’s studies, business management or a related field.
  • In-depth understanding of the local context and familiarity with UNFPA programs in the Philippines.
  • Demonstrated expertise in private sector engagement and women’s economic empowerment.
  • Strong analytical, research, and communication skills, with the ability to synthesize complex information and effectively convey insights.
