How can you make a difference? 

Purpose of Activity/Assignment:

To produce a technically rigorous analytical report synthesizing findings, methodology, policy implications, and strategic recommendations for strengthening PHC and CHW systems and to produce a technically rigorous, policy-oriented final report that:

  • Synthesizes key findings
  • Identifies system gaps and inequities
  • Provides evidence-based recommendations
  • Aligns with PHC reform priorities and financing discussions
  • Is suitable for publication and stakeholder circulation.

 

Scope of Work:

Under the supervision of the health manager and in technical engagement with MOPH and UNICEF technical teams, the consultant will:

A. Data Analysis and Technical Synthesis

  1. Review cleaned and verified datasets (CHW and health posts)
  2. Conduct advanced statistical and spatial analysis (as needed)
  3. Analyze:
    • Population-to-CHW ratios
    • Geographic inequities and underserved districts
    • Gender distribution of CHWs
    • Service availability and functionality status
    • Alignment with BPHS standards.
  4. Identify priority gaps and bottlenecks using a health systems framework

B. Report Development

  • Develop a structured analytical report including:
    • Executive Summary (policy-focused)
    • Background and methodology
    • Key findings (national and subnational)
    • Gap analysis
    • Implications for PHC reform
    • Financing and sustainability considerations
    • Strategic recommendations (short, medium, long term)
  • Integrate tables, maps, and graphics (with clear technical interpretation)
  • Ensure consistency with significant terminology and policy frameworks

C. Stakeholder Engagement

  • Conduct remote consultations with:
    • UNICEF Health team
    • MOPH technical departments
    • Relevant partners (as required)
  • Present draft findings to UNICEF and other relevant stakeholders
  • Revised report based on technical feedback.

IMPORTANT INFORMATION:

  • Financial offer in USD. (This should only be the day rate for working days. UNICEF will provide a daily subsistence allowance for calendar days spent in Afghanistan, including weekends, to cover out-of-pocket costs while in-country, including accommodation. Travel, international and local, will be reimbursed.)

To qualify as an advocate for every child you will have… 

  • Advanced degree in Public Health or related field; Epidemiology, Health Systems, or related field.
  • Minimum 5 years of experience in:
    • Health systems analysis
    • Community health systems strengthening
    • Large-scale health mapping or assessments
    • Technical report writing for governments or donors
  • Proven experience in fragile and conflict-affected settings (Afghanistan experience is an asset).
  • Strong analytical skills (quantitative and qualitative).
  • Demonstrated ability to produce high-quality, policy-oriented technical reports.
  • Excellent written and verbal communication skills to produce reports, draft policy brief, facilitate stakeholders’ presentation
  • Fluency in English
