Description of the Assignment:
The NBSAP is a required document for all Parties to the CBD. The NBSAP will integrate Lao PDR’s obligations under the CBD into its national development and sectoral planning frameworks through a renewed and participatory ‘biodiversity planning’ and strategy development process, and in a manner that reflects the global guidance contained in the CBD’s Global Biodiversity Framework with its 4 goals and 23 targets, from CBD COP Decisions 15/4.
The consultant will review the progress completed on the NBSAP process, which started in early 2024 under the GEF funded Early Action Support Programme. There are/will be reports available on policy analysis, subsidies and expenditures on biodiversity, monitoring, crosswalk of current NBSAP targets to the GBF, and the new GBF draft targets for Lao that were developed in August 2024. Guidance for NBSAP reports has been provided in CBD COP Decision 15/6 (Annex 1).
The NBSAP will be developed with the following main components:
· An assessment of the current status of biodiversity in Lao, based on interviews, published and grey literature, government reports, and from the 6th National Report to the CBD.
· An assessment of relevant policies and the institutional structure to support the NBSAP
· Review and assimilation of the above-mentioned reports into the new NBSAP
· Finalized targets based on the ongoing consultations
· A finalized set of actions based on extensive consultations with stakeholders – some of which is currently underway
· A complete set of indicators for the targets and actions based on consultations and using the CBD-provided indicators for most of the targets, where applicable.
· A monitoring plan including priority targets and actions for assessment, based in part on the monitoring report currently being developed
· A capacity-building and communications plan
· A realistic financial plan for implementing the NBSAP based on the BIOFIN Plan
The NBSAP should provide be suitably illustrated with maps wherever possible and any other useful graphs or photographs to illustrate important aspects of the plan.
To achieve the stated objectives, the consultant shall provide the following:
1. The consultant will report to the project manager, including for the submission of deliverables and subsequent payments.
2. Required reports include the inception report, the first and final drats of the NBSAP, and a report on the results of the validation workshop as indicated in the schedule of deliverables.
3. The consultant is expected to meet with the main stakeholders of the NBSAP to develop the actions and a monitoring plan, including government, NGOs, donors, and CSOs.
4. Desk space at UNDP, Lao, will be provided during in-country missions, as well as technical support during the two required workshops, and transport to and from in-country meetings. The consultant will work together with a UNDP national consultant to arrange meetings, workshops and collecting information and data and provide supervision as required.
All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats.
Period of assignment/services: 50 working days.
