Background:

Tajikistan, like many other nations, is prioritizing the diversification of its energy sources and the advancement of its renewable energy sector to meet growing energy demands and achieve sustainability goals. To facilitate this transition, there is an urgent need to enhance the capacity of energy specialists and professionals within the country.

The POiD has been a dedicated partner in supporting Tajikistan’s efforts to achieve its water and energy objectives, which are vital to the nation’s overall sustainable development. Through its continued collaboration, the POiD is helping to strengthen the expertise of local professionals, equipping them with the tools and knowledge required to lead the country’s renewable energy initiatives. Specifically, the Office intends to assist the Ministry of Energy and Water Resources of the Republic of Tajikistan by organizing a 3-day training session on renewable energy and project proposal development for energy specialists in Dushanbe. Strengthening the specialists’ expertise and enhancing their skills, particularly in renewable energy technologies and project proposal development, are crucial for enabling them to effectively design, implement, and manage renewable energy projects.

These collaborative efforts are essential to diversifying Tajikistan’s energy sources, enhancing energy security, and contributing to the nation’s long-term sustainability and development goals, while also addressing the challenges posed by climate change.

Objective of Assignment:

The primary objective of the consultancy is to conduct a 3-day training, which enhances the knowledge and skills of energy professionals in Tajikistan on the following areas:

1. Renewable energy solutions: different renewable energy technologies (solar, wind, hydro, etc.), their applicability, benefits, and challenges in the context of Tajikistan.
2. Project proposal development: the process of developing project proposals, including the identification of funding opportunities, project design, financial planning, and monitoring and evaluation.

Duration of Assignment:

Ten days, from 5 to 15 June, 2025

Tasks and Responsibilities:

Under the overall supervision of the Acting Head of the Economic and Environmental Department, the successful candidate will be tasked with the following duties:

  1. Research Tajikistan’s energy sector: gain a clear understanding of the current energy landscape in Tajikistan, including the existing energy mix, government policies, energy challenges, and renewable energy potential (hydropower, solar, wind, etc.);
  2. Develop tailored training content: create comprehensive training materials and incorporate a variety of learning techniques, such as presentations, discussions, group exercises, case studies, and role-playing to ensure engagement and practical learning;
  3. Facilitate a 3-day training: conduct an interactive, engaging, and practical training on renewable energy solutions and development of project proposals, both as defined in the objective above, for a group of energy specialists (approximately 20-30 participants);
  4. Offer recommendations: following the training, assess the knowledge and skill gaps among the energy specialists and provide recommendations to further strengthen capacity-building initiatives within Tajikistan’s energy sector;
  5. Assessment and evaluation: conduct pre- and post-training evaluations to assess participants’ learning outcomes and the relevance of the training content. Provide feedback on the training program’s effectiveness and suggest areas for improvement.

Necessary Qualifications:

  • Advanced degree in Energy, Renewable Energy, Environmental Science, or a related field;
  • Minimum of 10 years of professional experience in the renewable energy sector, with specific expertise in renewable energy technologies and strategic planning;
  • Proven experience in designing and delivering training programs for energy sector professionals, particularly in developing countries or Central Asia;
  • Expertise in project development, energy strategy formulation, and capacity-building initiatives;
  • Familiarity with the energy sector in Tajikistan and Central Asia;
  • Fluency in English is required. Knowledge of Russian or Tajik is an advantage.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
