The successful and timely delivery and completion of the training workshops for customs officers in Chile as part of its capacity building activities within the framework of the HCFC Phase-out Management Plan (stage III, 1st tranche) and the Kigali HFC Implementation Plan (KIP, stage I, 1st tranche). Participate as international trainer in the Workshops on International Trade Control of Substances Controlled by the Montreal Protocol and the Prevention of Illicit Trade, organized by NOU and the National Customs Service, for customs officers: – Training (1) for customs officers who will subsequently replicate what they have learned (train-the-trainers. – Training (2) for customs officers from all over the country, who work in oversight. – Workshops (2) for customs brokers, importers and exporters on the regulatory framework and identification and tariff coding applicable to HFCs and HCFCs. – Training sessions (2) on the use of the refrigerant identifier for customs oversight officers. – Development of a handbook for customs officers to provide guidelines on HFCs control and ODS. – Technical support to the NOU for the development and review of dissemination material. – Technical support to National Customs Service in the development of a software application for the conversion of quantities of HFCs. – Development of technical specifications for the purchase of refrigerant identifier. – Expert support for Tariff Codes Classification. – Expert support for Illicit Traffic Detection. A direct and timely assistance service provided to the NOU in Mexico to train customs officers as part of its capacity building activities within the framework of the Kigali HFC Implementation Plan in Mexico, Stage I. Participate as trainer in the Workshops on International Trade Control of HFCs and the Prevention of Illicit Trade organized by NOU for customs officers, PROFEPA inspectors, NOU Staff and Central Customs Laboratory personnel in its virtual training for 113 participants, regarding the next activities and specific topics: – Control of international trade in substances regulated by the Montreal Protocol and prevention of illicit trafficking – Environmentally safe management of seized on HCFC and HFC

Duties and Responsibilities
UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. Upon request by the Governments of Chile and Mexico through their respective National Ozone Office (NOU) have requested the support of UNEP, as the cooperating implementing agency, to engage an international consultant to carry out the development, organization and delivery of training workshops, virtual and in person , to strengthen the capacity of customs authorities and relevant stakeholders in applying the critical control measures needed to efficiently implement Montreal Protocol commitments (Mexico) and carry out the Kigali Implementation Plan (KIP) the control of international trade in HCFCs and HFCs, and the prevention of illicit trade (Chile). Therefore, the international consultant will carry out the following specific tasks and responsibilities: Provide technical assistance to Customs and Chile’s NOU on international trade control measures for HCFCs and HFCs, to prevent illicit trade. Provide specialized training on substances controlled by the Montreal Protocol for Customs officials, agents and importers in Chile in close coordination with UNO. Provide technical assistance to the NOU of Mexico, in close coordination with the Compliance Assistance regional team for Latin America. Specifically, the consultant will be responsible for conducting work meetings and deliver a training workshop focused on strengthening the capacities of customs officers and other relevant stakeholders in the prevention of illegal trade in substances controlled under the Montreal Protocol. Specifically, the consultant will be responsible for the following actions: For Chile: ● update the knowledge of customs officers on issues related to prevention of illicit trade of HCFCs and HFCs, as pure substances and those contained in blends. ● update the knowledge of customs brokers, importers and exporters regarding the regulatory framework applicable to HCFCs and HFCs, forms of identification and tariff coding applicable to these substances. ● support customs officers in their control tasks on imports and exports of HFCs and HCFCs by means of a practical handbook. ● provide technical support to customs officers in the development of a software application for the conversion of metric units of HFCs and HFC blends into CO2 equivalent units and vice versa. ● support the control tasks of customs officers with respect to HCFCs and HFCs providing training in the use of identifiers for these substances and their mixtures. ● provide the technical specifications to National Customs Service for the purchase of equipment (refrigerant identifiers) for Customs oversight. ● propose an update to the tariff codes for controlled substances under the modification of the Customs Code which will entry into force in 2027 ● provide technical support to NOU for the development of dissemination material. ● develop a proposal on strengthening the risk controls for illicit traffic detection For Mexico: ● provide technical assistance to the NOU of Mexico, conduct work meetings and deliver a training workshop focused on strengthening the capacities of customs officers and other relevant stakeholders in the prevention of illegal trade in substances controlled under the Montreal Protocol.
Qualifications/special skills
At least 5 years of professional experience in Customs, including detection of illegal trade is required. Proven experience in online Training of Customs/Enforcement Officers and Customs Brokers is required. Familiarity with UNEP’s Montreal Protocol training manuals for Customs Officers. advantage Technical background to review national procedures to monitor the HFC international trade and propose illegal trade prevention measures is desirable. Experience working with government officers of the Latin American region is desirable. Knowledge about Chile’s customs context is highly desirable.
Languages
Fluency in Spanish and working knowledge of English are required.
