Result of Service
• Development and dissemination of the Second Edition of Compendium of Good practices in Drug Demand Reduction in Africa, Handbook for Traditional Leaders on Drug Demand Reduction Interventions at Community Level, Catalogue of evidence-based drug prevention curricular for children and youth compiled • Submission of reports, including the Drug Demand Reduction project Quarterly narrative and financial to INL, and of the annual Drug Demand Reduction project. • Organization of events such as the side event on drug demand reduction at CND 2025. • Organization of capacity-building initiatives, with training on youth engagement in drug use prevention, the establishment of a National Youth Corps for substance abuse prevention, and technical assistance offered in different networks (women, youth, traditional leaders). • Strengthening of networks and service providers, with the establishment of a Plan of Action Continental Women’s network of providers of treatment and recovery services, the facilitation of national councils of traditional leaders in Drug Demand Reduction and the mapping of evidence-based SUD treatment and recovery services for women on the continent. • Development of a Drug Demand Reduction Project grant proposal for 2026.

Duties and Responsibilities
Under the supervision of Project Coordinator (Drug Dependence Treatment) and in coordination and collaboration with the African Union, the consultant is expected to perform the following tasks as described below: • To coordinate the contribution of UNODC to the development and dissemination of evidence-based prevention and treatment resources and technical guidance documents, such as the Second Edition of Compendium of Good Practices in Drug Demand Reduction in Africa, a Handbook for Traditional Leaders on Drug Demand Reduction Interventions, and a Catalogue of Evidence-Based Drug Prevention Curricular for Children and Youth. • To coordinate the involvement of UNODC in the organization of events, such as the side events at CND 2025 on drug demand reduction. • To facilitate inputs of UNODC in a range of reports, including the preparation of drug demand reduction project quarterly narrative and financial reports to the INL and the annual drug demand reduction project report. • To facilitate the role of UNODC in strengthening capacity-building initiatives with the organization of training sessions for key stakeholders such as women, youth and traditional leaders, and supporting the establishment of National Youth Corps in Substance Abuse Prevention in Africa. • To coordinate the involvement of UNODC in the development of a Drug Demand Reduction project grant proposal for 2026. • To coordinate the engagement of UNODC in the development of networks for providers of treatment and recovery services, such as the Continental Women’s Network of Providers of Treatment and Recovery Services.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in psychology, education, international relations, social science and/or other allied courses is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of relevant progressively responsible professional experience in the field of the field of drug demand reduction/treatment and rehabilitation are required Experience in the delivery of capacity building in the field of drug demand reduction, and in drug dependence treatment and care is required Experience in interagency collaboration in the field of drug demand reduction is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
