Following the finalization and approval of the new Country Program Document (CPD) 2025-2029, the country office has finalized the review of its Country Program Management Plan (CPMP) to define the management and staffing structure required to meet the commitments made under the new CPD.
Also, the DRC office has gone through several CPMP processes in the last years with important impact on the staff, such as lack of trust in the Organization processes, fatigue and resistance to change.
Thereof, the country office deemed it necessary to acquire external expertise to accompany the office in the implementation of this new CPMP, delivery key resources and support to impacted staff, and change management.
How can you make a difference?
The Change Management consultant will assist the UNICEF DRC Office in implementing its PBR results by delivering transition support to impacted staff and re-alignment of its human resources structure and associated workforce that would enable the effective delivery of agreed programme results from both a programmatic and operational perspective.
The selected consultant will focus mainly on the programme and operations structure vis-à-vis staff, facilitate workshops or one-on- one coaching sessions, develop tailored coaching programs – including changes to business processes, overall office structure best practices, systems and technology, job roles and necessary capacity building.
The primary responsibility of the role will be creating and implementing change management strategies which includes a strategic HR transition plan for all staff with special consideration. The Change Management Consultant will work to streamline HR processes to enhance employee engagement and retention and support the change management initiatives to drive faster adoption, higher ultimate utilization and greater proficiency of the changes that impact the organization to increase benefit realization, value creation, and the achievement of results and outcomes.
The Consultant will report directly to the Chief People and Culture and will work with many other functions, hiring managers and the Division of People Culture at HQ to succeed.
The consultant will provide direct support and coaching to Heads of sections, hiring managers and supervisors in helping them fulfill their role of change sponsor as they work with their direct reports through transitions. In this regard, the consultant will be responsible for:
The consultant will be supervised by the Chief People & Culture (P&C) and work in close coordination with the P&C team to facilitate a smooth transition to the new office structure, ensure all employees are informed, engaged, and supported through the change, while minimizing disruption to business operations during the transition. The consultant will also collaborate across the sections and the senior management for review, consolidation, and final clearance.
Deliverables will only be considered final when approved by the Chief People & Culture and senior management.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
