About Adolescents and Youth (A&Y) Integration in UNFPA Humanitarian program
UNFPA Afghanistan positioned A&Y at the heart of the humanitarian response, by integrating adolescents and youth interventions under the Country Program Outputs (extended to 2025) including Reproductive Health (RH) and Psyco-social Support (PSS) in Humanitarian settings. UNFPA is integrating Youth Friendly Health services in service delivery points including Mother and Child Health Centers, and Basic Health Centers. Additionally it is providing YFHS via the nation-wide Youth Health Line, and pilot models for Integrated youth centers in health facilities, and Multi-purpose Youth Centers.

Purpose: UNFPA is seeking an International Consultant to support UNFPA Afghanistan as Adolescents and Youth in Emergencies
Responsibilities:
The Adolescents and Youth in Emergencies Specialist will provide technical assistance aiming to advance the delivery of high-quality programming to adolescents and youth, promoting access to youth friendly health services including through youth service provision, as well as ensuring the effective technical management of UNFPA’s donors’ supported projects.
S/he will work in close collaboration with humanitarian agencies (UN and (I)NGOs) and national partners and civil society organizations to implement the scale up of existing adolescents and youth interventions and adaptation to the current humanitarian and Humanitarian, Development and Peace (HDP) contexts. The Consultant will be responsible for ensuring integration of UNFPA mandate within the programme delivery including through coordinating UNFPA’s projects with other stakeholders, overseeing the management of the Youth Team, the implementation of its related projects and funds, coordinating the work with area sub-offices and provincial coordinators.
Coordination:
- Coordinate with UNFPA RH, GBViE, Humanitarian, AAP, M&E, Communications units the implementation of the adolescents and youth component of the project, including through youth educators integration in UNFPA services, as well as provide technical guidance.
- Participate in meetings related to project (s) and prepare reports and proposals when required.
- Build strong partnerships with youth and youth integration projects’ partners and stakeholders at national, provincial, and regional levels.
- Oversee the Adolescents and Youth coordination bodies including providing strategic guidance for the Adolescents and Youth Working Group chaired by UNFPA.
- Ensure integration of adolescents and youth in contingency plans of HDP actors.
UNFPA Project Implementation:
- Follow up and advise on all activities programmed youth integration projects and contribute to the design and scale up whenever needed to any additional regions.
- Provides technical support and guidance to the implementing partner, technical staff, and partner agencies to ensure good quality implementation and integration of youth project activities.
- In consultation with relevant UNFPA units, reviews and prepares work plans and budget revisions of the projects.
- Oversight the capacity building of newly recruited staff under the implementation partners, through coaching and on the job trainings
- Oversees all training/awareness sessions/workshops on adolescents and youth as outlined in the project documents.
- Lead the technical youth guidelines and toolkits development and roll-out among UNFPA implementing partners
Assessment, Monitoring, and Evaluation:
- Conduct regular field missions to provinces and assessments as appropriate to inform strategic approaches and for addressing the issues around adolescents and youth and access to services.
- Monitor progress of the projects’ activities, identify sources of delays in the project implementation, contribute to feasible solutions, and ensure follow-up actions are being carried out.
Resource Mobilization and Reporting:
- Prepares regular reporting on projects’ status (mainly for donors and CO)
- Oversees quarterly work plans of implementing partners.
- Prepare debriefings for donor meetings about adolescents and youth interventions, including attending required donor meetings.
- Support Resource Mobilization team in proposal writing and donor reporting
- Any other activities as requested by the CO
Qualifications and Experience:
Education:
Master’s university degree or equivalent insocial sciences, public health or other relevant fields related to youth development, community mobilization, and volunteer management.
Knowledge and Experience:
- 7 years related to leadGuidelines and toolkits/SOPs development related to youth work (and preferably youth integration in activities)
- 5 years of field experience in humanitarian context working with UN agencies, I (NGO’s), CBO’s. Previous experience with UNFPA or other UN agencies are preferred
- Familiarity with the Afghan context is an advantage.
- Knowledge in SRH, maternal health, gender, youth programming and services
- Experience working with conflict-affected communities, including with adolescents, youth and communities;
- Proven experience in conducting similar work
- Sets high standards for quality of work and consistently achieves project goals;
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships; Language:
- Fluency in English.
Supervisory arrangements:
Under the overall supervision of the UNFPA Afghanistan Program Coordinator
Expected travel:
The consults will be based in Kabul. If needed, he/she will be traveling to area offices.
Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:
The consultant is expected to provide all necessary equipment to complete the assignment (computer, software, phone, etc).
UNFPA will provide all relevant background information and documentation regarding the regional and country contexts, relevant documents on Partnership and Resource Mobilization (SOPs, donor tracking form, etc.).
