Project Context and Scope
As migration trends around the world are increasingly complex, governments look at adapting their migration policies in line with SDG target 10.7 that calls for safer, more orderly and more regular migration through well-managed migration policies. In this context, IOM Angola will work with the Angolan government to assess existing migration policies, identify good practices that can shared with other governments, and identify areas that could be further developed. To do so, IOM Angola will use the Migration Governance Indicators (MGI) methodology, a consultative, government-owned process that helps states complete a policy diagnostic. IOM Angola will then work with the government to build their capacity on some of the areas emerging as priorities through this assessment. This will also be an opportunity to start developing its new country strategy based on the results of the MGI. IOM is looking for a consultant to support the work of the mission in this regard.

The consultant will report directly to the Chief of Mission and work within the Project Support Unit (PSU)
Tasks to be performed under this contract

Under the overall and direct supervision of the Chief of Mission, IOM Angola, and in coordination with other colleagues in the mission and with the MGI team, the consultant will conduct the following tasks:
Act as IOM Mission Focal Point for MGI
- Act as the focal point for IOM Angola in the MGI process (for the duration of the consultancy);
- Act as the focal point at IOM Angola for the Economist Impact to conduct the MGI assessment;
- Assist the the Economist Impact researcher by directing them to relevant information and putting them into contact with appropriate IOM and government officials who could be interviewed for data collection; performing in-person interviews with government officials may be required.
Data collection
Matrix:
- Review the data collected and compiled by the Economist Impact for 90+ indicators;
- Engage government actors in the review of the 90+ indicators if deemed appropriate;
- Indicate which topics in each of the six dimensions should be highlighted by the EI in the short report
- Review the short report produced with the data collected;
- Engage government actors in the review of the report ;
- Provide corrections and additional relevant information for review by the MGI team.
Inter-ministerial or multi-stakeholder consultation
- Organize an inter-ministerial/multi-stakeholder consultation to present the draft MGI local profile, liaising with the MGI team as needed;
- In coordination with the MGI team, assist in preparing the presentation of results of the consultation;
- Compile input from the Government on the local profile;
- If appropriate, prepare recommendations on the way forward based on the MGI results to be discussed at the meeting.Trainings
- Help IOM Angola prepare for relevant training to be conducted for government officials
Country strategy
- Support the development of a country programme and action plan based on the results of the MGI assessment
Education, Experience and/or skills required
- University degree in Economics, International Relations, Business Administration, the Social Sciences, Law, Development Studies, International Affairs or any related discipline.
- At least 3 years of relevant professional experience.
- Strong background in migration policy, experience/knowledge in government structures in Angola is an advantage;
- Computer literacy, especially Microsoft Word, PowerPoint and Excel;
- Strong organizational skills;
- Ability to timely understand the Organization’s structure and portfolios;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
- Proven ability to produce quality work accurately and concisely according to set deadlines;
- Practical experience of how to multi-task, prioritize and work independently.
Languages
- English and Portuguese
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
