IOM: Information Management Associate – Pemba

JOB DESCRIPTION

Under the overall supervision Programme Manager (Shelter/NFI and Housing) and under the direct supervision of the CCCM Programme Officer, the successful candidate will also work as an information management focal for the CCCM related activities in collaboration with the CCCM Cluster Information Management Officer,  CCCM Cluster Coordinator, DTM Coordinator and the Head of the Sub Office in Pemba. The incumbent will actively participate in addressing the information management requirements for IOM CCCM field operations. Databases, data collection exercises, regular reporting, and mapping of IDP sites / CCCM operations will be handled by the incumbent. The incumbent will cover the following responsibilities and accountabilities.

In coordination with the CCCM Operations under Shelter and Settlements Unit, Displacement Tracking Matrix Unit, and the CCCM Cluster in IOM Mozambique, support the , implementation, and administration of database information systems to gather and process information of internally displaced persons (IDPs).
Assist CCCM field staff in tracking protection and assistance gaps in sites, site-like settings, host communities, and areas of return, ensuring they are registered in the IOM databases.
Support data entry processes in Site Monitoring Tools and CFM databases, ensuring accuracy, timeliness, and adherence to IOM’s data protection principles. Guide field teams and conduct field visits when necessary.
Assist in coordinating information collection on multi-sector gaps into IOM databases and facilitate the timely sharing of relevant data with units and external stakeholder organizations for operational purposes.
Provide information management support to the CCCM Cluster and other related Sector Working Groups as required.
Ensure that data entry in the Site Monitoring Tools is regularly updated for all sites monitored by IOM and assist with data entry when needed.
Provide user support, training materials, and training sessions on database deployment, use, and maintenance for government authorities, programme staff, and implementing partners.
Support the implementation of backup, restore, data validation, and security procedures to ensure data integrity and availability.
Contribute to the preparation of analytical tools and reports for displacement trends, needs assessments, and programme activities using various databases.
Assist in the implementation of the IOM Information Management and CCCM Strategies in IOM Mozambique, particularly within the Pemba Sub-Office.
Support the design of databases and auxiliary systems for existing or new programs and projects within IOM Mozambique, as required.
Contribute to strengthening the Information Management skills of IOM Mozambique, Pemba Sub-Office staff members.
Support proper archiving and saving of collected data, ensuring maintenance of field equipment as per established procedures.

14. Assist in producing maps for IDP sites managed by IOM and CCCM operations.

15. Perform any other duties as assigned.

EDUCATION

University degree in Information Technology, Computer Science, Statistics, Science or alternatively an equivalent combination of related education and three years of relevant professional experience, or
Completed High school degree in the above fields with five years of relevant professional experience.

 

EXPERIENCE

Minimum three years in related field, preferably within the International Humanitarian Field; Demonstrated ability to maintain confidentiality is mandatory
Minimum three years of experience using two or more of the following tools: ASP.Net, Microsoft SQL server, Data analysis with Excel, MS Office Applications.
Experience with population database system implementation (such as registrations, census or surveys).
Experience and knowledge of data visualization tools like PowerBI/Tableau/Google Data Studio.
Experience in developing KOBO/ ODK tools.
Experience in designing and conducting assessments, data cleaning and data analysis.
Experience with mapping software like ESRI ArcGIS, QGIS
Experience in database development and maintenance.
Experience in managing and training data entry staff.

SKILLS

Ability to establish priorities and undertake assigned tasks with minimum supervision.
Proven ability to operate database and other IT packages effectively.
Good GIS software skills and ability to produce mapping products is an asset.
Knowledge of relevant IT policies such as data protection (advantageous);
Able to work independently and under pressure.
Hands on experience in database development / maintenance and data analysis.
Good computer literacy.

Languages

REQUIRED

Fluency in English and Portuguese both oral and written is a must.

DESIRABLE

Knowledge of local languages is an advantage.

Level of Education: Bachelor Degree
