JOB DESCRIPTION

Under the direct supervision of Programme Manager (WASH) in Cox’s Bazar and overall supervision of the Head of Humanitarian Assistance and Operations, Bangladesh, the successful candidate will be responsible for the coordination of the implementation of Water Sanitation and Hygiene (WASH) activities of IOM in Cox’s Bazar district, both the field coordination and partnership engagement across seven camps.

Participate in the development of WASH project strategies, methodologies and proposals for the implementation of the WASH camp activities based on real-time contextual analysis in close coordination with the PM.
Develop plans of action to ensure timely and successful implementation of WASH activities according to IOM Standard Operating Procedures.
Develop and apply monitoring and evaluation mechanism which enable to produce exact and real time reports showing progress in comparison to project targets and budget.
Identify implementing partner, service provider/ vendor and coordinate with both the WASH PM and Resource Management Unit for necessary financial and contractual issues.
Ensure participation of beneficiary communities in the programme implementation and their commitment for future maintenance.
Interpret data, specifically regarding water quality (pollutants, arsenic, salinity, etc.) and water table monitoring as appropriate to humanitarian emergency context.
Undertake regular field visits to project sites to monitor progress of activities, ensure quality of work and provide regular feedback to the service providers/vendors as required.
Provide technical, thematic and monitoring support (both budgeting and supervision of activity implementation) to partners and contribute to their capacity building for effective implementation of the project.
Promote effective collaboration with DHPE, district administration and other relevant stakeholders to achieve programme objectives.
Prepare periodic reports as required by the project documents and the supervisor.
Ensure that project technical records are prepared and maintain as per IOM and Government of Bangladesh guidelines.
Participate in regular coordination meetings of the government, WASH sector and IOM as required.
Perform such other duties that may be assigned by the Supervisor.

Education:

Completed bachelor’s or master’s degree in one of the recognized WASH disciplines: Engineering (civil, water, environmental); Environmental Sciences (geology, water resource management, GIS); Public health (community or environmental health, nutrition); and Social sciences (development studies, anthropology, health education) from an accredited academic institution.

Experience:

At least  four years of WASH field experience for bachelor’s degree or two  years of WASH field experience for masters’ degree, including significant background in project management, sector coordination, budget drafting, research, report writing, partnership management with key stakeholders such as governments, international and national organizations, and local communities.
Work experience with the UN, international humanitarian organizations, and non-government organizations in a multi-cultural setting is an advantage.
Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels.
Demonstrated ability to work well under pressure to meet deadlines.
Strong coordination, monitoring and evaluation, analytical project development, liaison and reporting skills.
Excellent proposal development and communication skills in Bengali and English are essential.
