Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Chief of Mission (CoM) in Malawi and direct supervision of the IBG Programme Officer, and in collaboration with relevant units at the Regional Office, Headquarters and the Administrative Centres, the successful candidate will be primarily responsible and accountable for the overall management, supervision, and implementation of IOM Malawi’s activities within the Japanese funded project on enhancing marine border management, as well as provide collaborative support on other ongoing IBG projects.
The ongoing IBG projects collectively aim to enhance safe cross-border mobility and trade in Southern Africa by improving Border Management Information Systems in Malawi and implementing a Border Pass System between Malawi and Mozambique, ensuring efficient migration regulation and strengthened bilateral relations.

1.    Assist in the coordination and monitoring of the operational, administrative, and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.

2.    Keep the supervisor informed on the status of project implementation; identify gaps and suggest actions to improve implementation.

3.    Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.

4.    Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.

5.    Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.

6.    Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.

7.    Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.

8.    Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums

9.    Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents

10.    Supervise and provide training and technical guidance to project staff.

11.    Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

12.    Perform other related duties as required.

Education
  • Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields is an added advantage
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
Languages
  • Fluency in English is required
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
  1. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
  2. This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
  3. National Professional Officers should be nationals of the country of their employment. NPOs perform work at the professional level and the same standards of recruitment qualifications and performance, required for International Professional staff.
  4. Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates will be requested to provide evidence of full vaccination.
  5.
