IOM, UN Migration Agency in Djibouti City, Djibouti is looking for a National Programme Officer (Integrated Border Governance – IBG) who will be responsible and accountable for supporting the technical and operational aspects of IBG projects, facilitating timely coordination with government counterparts and other key stakeholders, and assisting in planning, reporting, and resource processes.
Support the day-to-day implementation of the Integrated Border Governance (IBG) portfolio, including follow-up on financial, administrative, and activity monitoring aspects to help ensure that projects stay on track and meet their intended targets.
Assist in the preparation of workplans, activity schedules, budgets, and monitoring tools to guide project implementation and ensure alignment with project objectives and donor requirements; support the timely preparation and dissemination of project reports according to IOM procedures and donor requirements.
Contribute to identifying emerging issues related to border governance, assess gaps, and support the preparation of recommendations to improve implementation; assist in drafting thematic papers, reports, and communication materials as needed.
Assist in the planning, organization, and delivery of capacity-building activities for IOM staff, government officials, civil society partners, implementing partners, and beneficiaries.
Support and coordinate the implementation of all Better Migration Management (BMM) IV activities, contribute to timely delivery and adherence to donor requirements and IOM standards.
Liaise with government counterparts (relevant ministries, national police, coast guard, etc.) to facilitate collaboration and assist in implementing IBG activities; support efforts to maintain and strengthen partnerships with other agencies and potential donors active in the region.
Support the implementation of cross-border SOPs with Ethiopia, including coordination of case management efforts, child protection procedures, and referral pathways for vulnerable migrants.
Attend relevant conferences, workshops, working groups, coordination meetings, to support information-sharing, note-taking, and follow-up on activities.
Support efforts to ensure that all IBG projects comply with visibility and communication guidelines.
Undertake duty travel as required to support project implementation, monitoring visits, project assessments, and liaison with counterparts.
Perform other related duties as required.
Education
Bachelor’s degree from an accredited academic institution preferably in Political or Social Science, Business Administration and/or Law with two years of relevant professional experience; or,
Master”s degree is in above-fields from an accredited academic institution.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in capacity-building with government entities, UN agencies or regional or international organizations.
Experience in immigration and border management, project or programme implementation, including operational and policy-related experience.
Experience in liaising with governmental authorities and institutions in the immigration, security and other related sectors.
Experience supporting training and other capacity-building activities in IBG or related fields is an advantage.
Skills
Knowledge of the broad range of migration-related subject areas dealt with by the Organization.
Knowledge of UN and bilateral donor programming.
Knowledge of project management principles, including planning and reporting.
Languages
For this position, fluency in English and French is required (oral and written).
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
