Program Objective: IRC San Jose will develop the capacity to serve human trafficking victims, including foreign-born and domestic, sex, and labor, male, female and LGBTQ adult victims throughout the South Bay Area. This project will enable IRC San Jose to create a robust anti-trafficking program which includes outreach and training to the South Bay Community.

Job Overview: IRC’s Anti-Trafficking Program is designed to find sustainable solutions that are appropriate for the unique situations of each client. Caseworkers serve clients through a holistic and broad spectrum of support, including but not limited to connecting clients with legal service providers and housing resources, helping clients access public benefits, health providers, and psychosocial services, and offering regular check-ins to discuss safety and service plans. Through communication and collaboration with partners, program staff glean best practices, maintain a database of appropriate referrals, and have access to a network of professionals with the capacity and knowledge to support their work.

Major Responsibilities:

Case Management and Referrals

• Provide trauma-informed comprehensive case management for foreign-born survivors of trafficking to help them feel safe, empowered, and stable.
• Ensure acute client needs are met in a timely and culturally appropriate manner.
• Complete individualized initial assessment and safety planning, orientation to services, support, referral, and advocacy services by assessing and evaluating clients’ distinct needs.
• Assist clients with referrals and access to appropriate resources including shelter, physical and mental health services, and legal services to work towards a stable immigration status.

Community Outreach

• Develop and implement a region-wide outreach plan to increase awareness regarding the needs of Victims of Trafficking services in five counties.
• Coordinate with Program Coordinator regarding outreach plan and travel to sites to meet with potential clients.
• Distribution of informational material and posters to hotels, truck stops, bus stations, law enforcement, hospitals, school administrators, and other public places.
• Host public information meetings in Public Library and at faith-based organizations.

Partnerships and Community Engagement

• Build partnerships with coalition members and providers; work to connect clients to available resources, including various local, state and federal law enforcement agencies. With their assistance, develop safety plans & protocols for clients, staff and the office.
• Work alongside coalition partners to improve regional services available to survivors of trafficking via community outreach, training, and engagement.
• Participate in all IRC program meetings, staff development activities, and fully engage as a member of the team.

Documentation and Reporting

• Ensure quality case notes and documentation for contacts made and services provided on behalf of client and for case file management and quality assurance.
• Prepare, distribute, and document direct assistance requests for clients including rent, utilities, and other payments. Maintain record of case management expenses in case file.
• Draft reports as required by funders and/or donors.
• Comply with all policies, procedures, and protocols of the agency.
• Other related duties as assigned.

Position Reports to: Anti-Trafficking Coordinator
Position directly supervises: N/A

Indirect Reporting: Program Manager and Site Director
Other Internal and/or external contacts:

Internal: Caseworker will develop working relationships with direct service providers in the following departments: Economic Empowerment, Heath & Wellness, Resettlement and Immigration.

External: The Anti-Trafficking caseworker will develop working relationships with local legal providers, Santa Clara County Social Services, healthcare providers, employment programs, anti-trafficking task forces, relevant consulates, law enforcement, and other community-based organizations to support achievement of program requirements.

 

Job Requirements:

• An undergraduate degree, preferred, with an emphasis in Social Work, Psychology, or an equivalent field of study preferred. Significant relevant work experience can replace educational requirements.
• Approximately 2 years of relevant experience in social services, case management, human services or related fields. Experience should include a minimum of one year of providing direct services to underserved communities. Excellent understanding of case management principles.
• Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
• Compassion towards and understanding of unique needs of survivors of trafficking.
• Knowledge and understanding of the Trafficking Victims Protection Act (TVPA) of October 2000. Accompanying regulations, reauthorizations and related policies concerning trafficking are strongly preferred.
• Excellent organizational and case-file document management skills.
• Working knowledge of legal providers, social services, public benefits, community organizations, health care systems, and related human services in the Bay Area strongly preferred.
• Must be able to assist clients solve difficult problems under pressure.
• Must be able to consistently work towards self-sufficiency with all clients.
• Proven ability to contribute both independently and as a key team member.
• Fluency in written and spoken English required and fluent in spoken Spanish.
• Reliable transportation and a valid driver’s license required; willingness to transport clients is strongly preferred.

Working Environment:

• Hybrid work environment with a minimum of 3 days a week in the office. Will have regular travel in and around the service delivery area.
• Standard office enforcement and regular field travel to support clients and retain community partnerships.

Compensation: (Pay Range: $26 – $27)Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
