JOB DESCRIPTION

SCOPE OF WORK:

Reporting to the Senior Program Officer, US Partnerships and Compliance on the RAI Resource Acquisition & Management team, the Program Officer, US Partnerships and Compliance works within RAI at HQ and serves as an essential contact for the RAI local office network to ensure compliance with IRC and donor guidelines related to subaward partnerships and strengthen RAI’s capacity in subaward and partnership management. The position requires close collaboration with RAI and AMU staff, development and grants managers in field offices, and program staff across the RAI network.

KEY RESPONSIBILITIES:

  • Advise RAI-US offices and RAI-US HQ teams on partnerships under PEERS;
  • Coordinate with each office’s/team’s partnership lead(s) on PEERS processing and submission in IRC’s proprietary award management system, OTIS;
  • Serve as liaison between the Awards Management Unit (AMU) Subaward & Partnership (S&P) team and RAI-US teams;
  • Provide compliance review for each partnership, considering both internal policy (PEERS) and donor requirements, including FFATA reporting. Assist in developing tools and templates as needed;
  • Provide editorial support on partnership agreements, scopes of work and budgets;
  • Track and report partnership spending and match, working with local and HQ finance and budget teams as appropriate;
  • Coordinate with the business development team to ensure programs are prepared for partnership during the pre-award phase;
  • Support the development and execution of regular, audience-specific trainings on PEERS, in coordination with the RAM, AMU and RAL teams;
  • Represent RAI-US partnerships both internally and externally;
  • Travel as required for training and in-person partnerships support;
  • Other duties as assigned.

REQUIREMENTS:

  • Minimum 5 years of professional experience
  • Knowledge of subaward or contract management
  • Familiarity with US Government grant regulations
  • Demonstrated writing skills
  • Demonstrated experience developing and reviewing programmatic budgets
  • Proven ability to work effectively with multiple stakeholders in order to move projects forward
  • Excellent communication skills
  • Excellent presentation and coaching skills
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
  • Positive, forward looking and able to work well in a team-oriented environment

Level of Education: Bachelor Degree

Work Hours: 8
