Position Description
EnCompass LLC is seeking a Junior Training and Adult Learning Specialist to support the5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).
The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations.
The Jr. Training and Adult Learning Specialist will contribute to the development, design, facilitation, production, evaluation, and reporting on training and learning activities including instructor-led sessions (in-person, virtual, and hybrid), digital learning (e-learning, podcasts, videos), and supporting materials.
They will support the design, development and delivery of courses, activities, programming and other learning events for the Training Unit with additional support as needed to other Teams, Divisions, Offices, and operating units within the Bureau for Humanitarian Assistance staff in Washington, DC and globally. The candidate must be passionate about supporting USAID’s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.
This is a full-time position located at the USAID/BHA office in downtown Washington, DC and follows USAID’s hybrid work model with split time between telework and the office. USAID’s return to work requirement is currently 3 days in person per week. The exact schedule of days required to be in the office will be determined by the BHASC Task Lead and Training Unit Manager in coordination with USAID/BHA. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship. It is required to have at least US permanent residency with the ability to obtain and maintain Facility Access Clearance or have US citizenship with the ability to obtain and maintain a Secret Clearance.
Position Duties and Responsibilities
Essential functions:
Administration:
- Contribute to the design, development and delivery of dynamic, experiential learning programs using creative, innovative and evidence-based approaches
- Contribute to the creation of storyboards and design of e-tools, e-learning courses, and videos
- Collaborate with subject-matter experts to develop innovative learning programs and activities
- Help prepare and organize learning resources, ensuring content is up-to-date and accessible
- Contribute to data collection for needs assessments and evaluations, using mixed methods approaches
- Assist in gathering and analyzing participant feedback to inform improvements to training programs
- Support the implementation of evaluation tools, such as surveys and assessments, to measure learning effectiveness
- Support technical delivery of projects from design to implementation
- Assist in setting up training sessions, including handling logistics and technology needs for both virtual and in-person sessions
- Support the preparation of graphic-rich reports and presentations
- Support the facilitation of in-person, virtual, and hybrid events
- Support staff engagement with EnCompass media studio, including orienting staff and operating audio-visual equipment (onsite or offsite) use of media studio
- Develop and maintain positive and productive relationships with project stakeholders with guidance and mentorship of senior staff
- Support healthy client engagement, and develop effective communication skills with clients, team members, and other stakeholders with the support and guidance of senior staff
- Support the production of virtual and hybrid session deliveries as needed
Other:
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
- Contribute ideas and suggestions to enhance learning programs, processes, and materials.
- Support continuous improvement initiatives by staying updated on trends in learning and development, particularly in instructional design and delivery methods.
- Work closely with team members, supporting cross-functional initiatives and contributing to team projects.
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
- Minimum Education and Experience
- BA/BS and 0 years of relevant experience, or
- High school diploma and 4 relevant years of experience
- Preferred Education and Experience
- High School diploma and 8 years of experience, or
- Associate’s degree and 6 years, or
- Bachelor’s degree and 4 years, or
- Master’s degree and 2 years
- Degree in international affairs, international development, education, adult learning, training, or a related field if held
Experience and Skills
Required:
- Exceptional presentation, communication (verbal and written), and facilitation skills
- Experience in designing, facilitating, and producing interactive learning experiences
- Experience in data collection and report writing
- Knowledge of instructional design and adult learning principles and participatory methods
- Adept at identifying and framing setting priorities, and making critical assessments
- Ability to confidently engage with staff and clients at all levels to define needs and expectations, collaborate on projects, and communicate results
- Experience in the field of international development, working in cross-cultural environments
- Fluency with MS 365 applications, experience in Google Suite applications strongly preferred
- Experience producing virtual or hybrid events on Zoom, WebEx, Google Meet, or similar platforms
- Ability to work in a fast-paced environment with demonstrated ability to contribute to multiple concurrent, competing tasks and to seek supervisory assistance as appropriate
- Ability and desire to work in an appreciative and strengths-based environment
- Commitment to one’s own personal growth, emotional intelligence, and continued development of non-technical skills required to be successful at BHA.
- An appetite for learning, curiosity, and a willingness to experiment in new ways of working

- Ability to travel internationally or domestically may be required for some assignments
Preferred:
- Experience working on international development programs, particularly with U.N. agencies or U.S. government agencies, strongly preferred
- Fluency in language(s) other than English preferred
- Experience living or working in more than one country preferred

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $70,000–80,000.
