ABA ROLI Kosovo Accountable Justice Program – Objective 2 Lead
Job Description
The American Bar Association Rule of Law Initiative (ABA ROLI) is seeking candidates to support an anticipated USAID-funded Accountable Justice program in Kosovo. The Objective 2 Lead is a technical position responsible for leading initiatives on strengthening professional integrity and combatting corruption in the judiciary, through prevention and accountability that upholds judicial independence to prevent undue influence on the judiciary. Provides technical support in work with national justice sector actors such as judges, prosecutors, administrative personnel, civil society, the legal community, and others, including reporting impact through presenting tangible monitoring and evaluation data. The Objective 2 Lead is also responsible for work on mapping corruption vulnerability within judicial institutions, strengthening and incentivizing disciplinary or sanctions mechanisms, transparency initiatives, digital tools and automation, public reporting mechanisms, and strengthen existing judicial integrity and independence safeguards in line with European standards.
Responsibilities:
- Responsible for leading initiatives in justice sector integrity and independence through close collaboration with judicial and prosecutorial institutions to map and prevent corruption vulnerabilities.
- Provides strategic and technical leadership in program design, reflection, work planning, reporting, and other implementation touchpoints.
- Oversees technical integrity of program deliverables related to judicial integrity and independence for a wide range of audiences including GOK individuals and entities, regional and international bodies, the USG donor, civil society, the legal community, and others.
- Ensures technical integrity of participant-facing program materials and donor-facing interim and final reports, related technical deliverables, and briefings to the USG donor and partners
Qualifications:

- Bachelor or Graduate degree in international development, law, business, communication, or related field.
- Minimum of 5 years of demonstrated experience working on international donor-funded programs in anti-corruption, legal profession strengthening, judicial independence, justice sector integrity, and rule of law, preferably with USAID-funded programs.
- Knowledge and experience on gender and social inclusion, including work with vulnerable or marginalized communities such as ethnic minority communities, women, youth, and others.
- Good understanding of justice sector actors and institutions, relevant regional and international judicial anti-corruption and integrity institutions, justice-focused civil society, private sector partners and networks, legal associations, and others in Kosovo and its development context.
- Solid communication, interpersonal, negotiation, and relationship management skills and experience in building and maintaining relationships and networks with national and municipal government institutions, regional and international entities, civil society organizations and networks, private sector, development partners, and other relevant stakeholders.
