ABOUT THIS POSITION

The Information Technology Bureau within the Police Department currently has one vacancy for a Lead Web Developer (Information Technology Analyst/Programmer III) in the Business Applications Team. The Lead Web Developer position is responsible for supporting and maintaining the department’s primary Microsoft Dynamics 365 CRM solutions and will require knowledge in web development as well as familiarity with programming languages to help support legacy applications. This position will participate or lead projects for new application requests or enhancements. This position is a supervisory position with responsibilities including application maintenance, patch management, application updates or enhancements, technical support, and requirements gathering for new project requests.

- Communicate technical information clearly and concisely to both technical and non-technical audiences.
- Collaborate with technical and non-technical resources to gather requirements and timelines for new project requests.
- Author and sustain documentation required for project completions.
- Be proficient in day-to-day technical support and troubleshooting, implementation of technology projects, and writing business & technical requirements.
- Excellent written and verbal communication and presentation skills.
- Strong problem-solving skills and the ability to work effectively under pressure, providing timely and effective technical support to end users.
- Customer service skills.
SALARY
Pay Range: $78,540.80 to $121,825.60 annually.
Hiring Range: $78,540.80 to $110,510.40 annually.

MINIMUM QUALIFICATIONS
- Three years of experience in applications analysis and programming, systems analysis and design; including project leader responsibility.
- Bachelor’s degree in computer science, computer information systems, business administration, mathematics, or related field.
- Other combinations of experience and education, which meet the minimum requirements, may be substituted.

- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience with/in:
- Development with reporting tools such as SQR, BI Publisher, SQL, and PeopleSoft Query.
- Software development.
- Supervising others.
- Application development tools such as Dynamics 365, PowerApps, Python, HTML/CSS, Visual Studio, and understanding of SQL databases.
- Building, designing, developing, implementing, and maintaining web applications.
- Working with industry-standard help desk software such as ServiceNow, Remedy, or similar platforms, demonstrating proficiency in ticket management and end-user support.
- Application management such as system upgrades, patch management, licensing, security audits, and permission access.
- Working after hours, including evenings, weekends, and holidays as required.
