LHSS/Jordan – Consultant End of Project (EOP) Report and Documentation for The MOH ETITD

Background

The Local Health System Sustainability Project (LHSS) under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

Continuing professional development (CPD) is an essential approach for health care providers (HCPs) to improve relevant competencies and is required for continuous quality improvement of health practices for better health services.

Jordan developed and published the Health Professional License Renewal Bylaw Number 46 in the Official Gazette in April 1st, 2018 and issued Updated Instructions in September 2021, whereby all licensed HCPs in Jordan (approximately 240,000) to complete a required number of CPD hours every five years to renew their practice licenses; article 5 of Instructions stipulates that an HCP must submit their application for re-licensure three months minimum before the end of their license period of performance in January 2026. See www.masar.gov.jo for more information.

USAID and the MOH signed a government-to-government agreement creating the Continuing Professional Development Program (CPDP) Activity within the MOH in July 2021, USAID’s CPDP supports the Government of Jordan’s (GOJ) efforts to improve health care professionals’ (HCPs) competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development system (CPD) for professional license renewal. The CPDP has three components: 

• Awareness information and communication for HCPs
• Electronic CPD management and relicensing system
• Quality assurance for the CPD and relicensing system.

Local Health System Sustainability (LHSS) is the technical assistance arm to support the MOH in implementing the CPDP. Under the CPDP the MOH ETITD led the development of the electronic CPD system. This process included multiple components including providing CPD stakeholders with IT equipment to based on an IT infrastructure assessment, improving the IT environment according to ISO standards, the digitalizing and archiving of licensing paper-based files to be imported into the E-CPD system, converting paper-based data from the three health councils into digital files to population the E-CPD system, collaborating with the Ministry of Digital Economy and Enterprise to develop the E-CPD system consisting of licensing, relicensing and CPD services to be accessed by all HCPs in Jordan; developing an E-CPD system sustainability plan, and finally conducting training sessions for key teams to be able to utilize, maintain, and troubleshoot any issues that may arise in the E-CPD system.

Purpose of this Consultancy The purpose of this consultancy is to support the MOH Electronic Transformation and Information Technology Directorate (ETITD) document and develop an end of project (EOP) report capturing the process and achievements of ETITD during the implementation of the CPDP culminating in the launch of the E-CPD system. This includes documentation and reporting on the multiple digitalization efforts the ETITD carried out to launch the E- CPD system. Specific Objectives of this Consultancy

To produce an end of project (EOP) report for the ETITD capturing the main processes and achievements completed under the CPDP period of performance.

Tasks:

1. Develop the implementation plan for undertaking the development of the EOP report under the CPDP documenting ETITD accomplishments approved by LHSS.
2. Review existing documentation including the government-to-government agreement for the implementation of the CPDP, the MOH CPDP workplans, ETITD workplans, CPDP annual and semi-annual reports, As-Is and to-Be documents related to the E-CPD system, CPD IT infrastructure assessment and distribution lists, MODEE documents related to the development of the E-CPD system, ISO assessment findings and interventions, archiving reports, reports and progress related to the conversion of data at the councils; the MOH E-CPD sustainability plan, and all E-CPD development reports and documentation including business requirement documents, system requirements; and the development of an EOP outline based on this review.
3. Conduct meetings with key stakeholders at the MOH relevant directorates, MODEE, E-CPD system vendor, and health councils as needed.
4. Gather all the needed reports and back up documentation for the ETITD end of project report.
5. Develop an end of project report capturing all the achievements of ETITD under the CPDP including: CPD IT infrastructure assessment and distribution ISO assessment findings and interventions, archiving of CPD and licensing documents, conversion of data at the councils; the E-CPD system description with all its services including licensing, relicensing and CPD services; trainings and meetings conducted for stakeholders, and users, documenting user journeys; and the MOH E-CPD system sustainability plan.
6. Sharing the draft EOP report with MOH, LHSS, and USAID for feedback.
7. Revising the draft EOP report based on MOH, LHSS and USAID feedback
8. Finalization of the EOP report for the ETITD.

• Master’s degree in computer science, computer engineering or related field.
• At least 5 years of experience in managing and documenting health (or other) information systems, organizational IT, data analytics, digital transformation, and cybersecurity.
• Experience working with the Ministry of Health (MOH) or other Ministries is required.
• Excellent English writing/speaking skills required and fluency in Arabic preferred.
• Demonstrated experience in the process of digitalization for the public sector.

Reporting

The consultant will report to LHSS CPD Advisor, Nadira Sansour, and will collaborate with other members of the LHSS CPD team.
