Background
The Local Health System Sustainability Project (LHSS) under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.
Continuing professional development (CPD) is an essential approach for health care providers (HCPs) to improve relevant competencies and is required for continuous quality improvement of health practices for better health services.
Jordan developed and published the Health Professional License Renewal Bylaw Number 46 in the Official Gazette in April 1st, 2018 and issued Updated Instructions in September 2021, whereby all licensed HCPs in Jordan (approximately 240,000) to complete a required number of CPD hours every five years to renew their practice licenses; article 5 of Instructions stipulates that an HCP must submit their application for re-licensure three months minimum before the end of their license period of performance in January 2026. USAID and the MOH signed a government-to-government agreement creating the Continuing Professional Development Program (CPDP) Activity within the MOH in July 2021, USAID’s CPDP supports the Government of Jordan’s (GOJ) efforts to improve health care professionals’ (HCPs) competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development system (CPD) for professional license renewal. The CPDP has three components:
Local Health System Sustainability (LHSS) is the technical assistance arm to support the MOH in implementing the CPDP. Under the CPDP the MOH ETITD led the development of the electronic CPD system. This process included multiple components including providing CPD stakeholders with IT equipment to based on an IT infrastructure assessment, improving the IT environment according to ISO standards, the digitalizing and archiving of licensing paper-based files to be imported into the E-CPD system, converting paper-based data from the three health councils into digital files to population the E-CPD system, collaborating with the Ministry of Digital Economy and Enterprise to develop the E-CPD system consisting of licensing, relicensing and CPD services to be accessed by all HCPs in Jordan; developing an E-CPD system sustainability plan, and finally conducting training sessions for key teams to be able to utilize, maintain, and troubleshoot any issues that may arise in the E-CPD system.
Purpose of this Consultancy The purpose of this consultancy is to support the MOH Electronic Transformation and Information Technology Directorate (ETITD) document and develop an end of project (EOP) report capturing the process and achievements of ETITD during the implementation of the CPDP culminating in the launch of the E-CPD system. This includes documentation and reporting on the multiple digitalization efforts the ETITD carried out to launch the E- CPD system. Specific Objectives of this Consultancy
