Livelihoods and Food Security Project Manager Ukraine Odessa – Internal Applicants Only

What we are looking for:

NRC Ukraine is looking for an experienced Livelihood & Food Security Manager to oversee the implementation of LFS projects and activities in Southern Ukraine, aligned with NRC’s strategy and standards. This role involves managing a team, handling project cycles, capacity building, managing partnerships, ensuring integrated programming, and coordinating with key stakeholders. The position reports to the Area Programme Manager and receives technical guidance from the LFS Specialist. The manager will be responsible for the overall management of the LFS team in the South area office.

The ideal candidate must have the legal right to live and work in Ukraine and be willing to travel up to 25% of their time.

What you will do:

  1. Program Design and Planning:
  • Analyse and collect relevant information linked to LFS in the area of operation and identify key trends and needs.
  • In consultation with partners, staff, area office management, LFS Specialist and Cash and Markets Specialist, contribute to the development of new interventions based on identified needs. Contribute actively and ensure solutions are reached in strategic and key operational matters in budget management, logistics, and Human resources.
  1. Partnership Management:
  • Build and maintain strong relationships with partners, ensuring effective communication, collaboration, and coordination throughout program implementation.
  1. Program Management Implementation:
  • Oversee the implementation of food security and livelihoods programming, including interventions in cash and voucher assistance and market-based programming, ensuring adherence to program design, standards, and protocols.
  • Lead field colleagues and partners in the planning and execution of food security, cash and voucher, and market support interventions ensuring that implementing teams are aligning with associated programmatic standard operating procedures (SOPs).
  1. Monitoring, Evaluation & Learning:
  • Support and collaborate with NRC’s Monitoring, Evaluation and Learning (MEL) Team in conducting baseline assessments, post distribution monitoring, and relevant analytical activities and ensure the accountability.
  • Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.

  • Line management of staff in line with NRC procedures, ensuring NRC is a great employer to work for.
  • Capacity building, coaching and mentoring of colleagues to ensure performance and growth.

What you will bring:

  • Relevant university qualification (e.g. agriculture, economics, project management, or related field).
  • At least 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context and LFS programmes.
  • Proven experience in emergency food security, livelihoods and/or cash and markets programming.
  • Experience in management of activities, staff and budgets.
  • Documented results related to the position’s responsibilities.
  • Experience working in complex and volatile contexts.
  • Excellent communication, interpersonal and reporting skills, both written and oral.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both spoken and written is required.
  • Prior experience in livelihoods and food security programming in Ukraine.
  • In depth knowledge of the humanitarian context in Ukraine.

  • Duty station: Odesa, Ukraine.
  • Contract: 1 year.
  • Travel: 25%
