Under the auspices of the Health and Nutrition Programme Officers, the PMNP IM Consultant will work closely with the MFO UNICEF staff, other PMNP, and First 1000 Days consultants assigned in the other provinces in BARMM and other regions, and relevant stakeholders at various levels (regional down to the barangay level in the target areas). This will promote effective consultation and shared accountability and contribute to the achievement of CPC 9 Output 1.5, that “By 2028, the BARMM Government has enhanced capacity to plan, implement, monitor and coordinate the integrated delivery of health, nutrition-specific and nutrition-sensitive services”.

Scope of Work:

Under the supervision of the Health and Nutrition Specialist and Nutrition officer, the consultant is required to perform the following tasks.

Technical Assistance, Coordination, Planning, Training and Monitoring (Data Quality Checks): Work closely with UNICEF Programme Officers, institutional contractors and implementing partners in the conduct of review and updating of DQC materials (i.e., training presentation deck, forms, guidelines &, etc.) and tools (i.e., FHSIS/OPT Reporting tools, FHSIS/OPT DQC tools Mun. & Brgy. &, etc.), coordination, planning, and conducting training and rolling out DQC for:
1. Field Health Services Information Systems (FHSIS),
2. Operation Timbang plus (OPT +),
3. Philippine Integrated Management and Acute Management (PIMAM) and
4. Monitoring and Evaluation of Local Level Plan Implementation (MELLPI Pro).
Post-training, Monitoring, Coaching support: Coordinate and support with the Regional Program Management Officers (RPMOs) and Ministry of Health (MOH), Integrated Provincial Health Office (IPHO), Municipal Health Office (MHO), and institutional contractors on the conduct of post-training supportive supervision and mentoring sessions and quarterly data quality checks to ensure that the expected skills, knowledge, and attitudes are sustained.
Report consolidation, analysis, and Utilization: Provide support to stakeholders in the consolidation and analysis of various key programmatic reports, including FHSIS (monthly consolidation and quarterly analysis), OPT+ (Q1 consolidation and analysis), PIMAM (monthly and quarterly), and MELLPI Pro (bi-annual basis), ensuring adherence to standard government reporting timelines. This support also includes:

1. Ensuring the quality of data inputted to the UNICEF-developed PowerBI Dashboard (including the PMNP LGU profile) for real-time data visualization and generating comprehensive reports for UNICEF internal reporting, including collaboration with UNICEF Program Monitoring Evaluation Division (PMED) on the CPC 9 Health and Nutrition and PMNP indicators.
2. Support stakeholders in ensuring the comprehensive use of high-quality generated reports for a wide range of purposes, including but not limited to strategic planning, informed decision-making, resource mobilization, advocacy efforts, and Program implementation review (PIR).
3. In the context of emergency response, it is crucial that the IM consultant with the F1KD consultant, to utilize the Information Management (IM) tools to gather and collect comprehensive data and subsequently provide regular updates to the UNICEF Team.

Cross-Learning Facilitation: In collaboration with F1KD consultants, the consultant is expected to conducted cross-learning activities regularly and document the cross-learning initiatives on Information Management System, fostering the exchange of best practices and lessons learned across implementation sites.
Cross-cutting: Perform other tasks aligned with the UNICEF-MOH PMNP partnership agreement, and other Health and Nutrition-related activities under CPC 9, such as but not limited to the following (Coordination, Capacity building activities, technical working group meetings, etc.):
1. Lanao del Sur – Health, Nutrition and Immunization
2. Maguindanao del Norte – Community health worker-led Operation Research & Health and Nutrition, Early Childhood Care and Development (ECCD) integrated project.
3. Maguindanao del Sur – Health and Nutrition, Early Childhood Care and Development (ECCD) integrated project.

Deliverables/Outputs:

A. Technical Assistance Plan, Coordination and DQC: Report outlining the status of implementation of UNICEF CPC 9 IM activities particularly the PMNP TA (Coordination, Planning, Training, Monitoring, and Evaluation). This includes crafting of:

Activity report
Monthly Implementation Plan
Bi-weekly updating of the activity calendar

B. Post Training/ Monitoring/ Coaching report: A detailed report outlining the status and progress of post-training supportive supervision and mentoring activities, including key findings, areas for improvement, and recommendations to ensure sustained skills enhancement of stakeholders.

C. Report consolidation, Analysis and Utilization: Comprehensive monthly, quarterly, and bi-annual reports consolidating data from FHSIS, OPT +, PIMAM, and MELLPI Pro.

This report will also incorporate quality collected data for UNICEF-developed PowerBI visualizations to provide stakeholders with clear, actionable insights and data-driven visuals to enhance decision-making. Secure and consolidate MOVs from FHSIS, OPT+, PIMAM, and MELLPI Pro.
Report highlighting how quality data has been effectively utilized to inform and shape programmatic decisions, strategies, and interventions.
Data collection and conduct nutrition rapid assessment during emergency response.

D. Cross-Learning Report: A detailed report documenting the key learnings and best practices gained and shared during the learning exchange process. This report also includes re-entry and re-echo plans to ensure the dissemination and application of knowledge across relevant stakeholders.

E. Cross-Cutting: Provide detailed report on the progress cross-sectoral activities (i.e. Health, SBC, Immunization, WASH, ECCD related activities)

F. Submission of Final report on the TA implementation and outcomes of PMNP/CPC9 deliverables.

G. Consolidate all Means of Verification (MOVs) to collect and store documents in the UNICEF repository folder. Include output from the CPC9, especially PMNP implementation, such as reports, documentation (Activity report, Minutes of the Meeting, etc.), photos, Human interest stories (HiS), attendance, DQC-related outputs, sustainable plans, etc.

H. Data repository—Support the banking of all the necessary health and nutrition data (FHSIS, OPT, Training data, etc.) to the UNICEF data repository folder that aligns with the UNICEF PowerBI Dashboard in collaboration with F1KD consultants on the consolidation.

I. 4 Human-interest stories with high-resolution photos

J. Documentation of best practices and lessons learned.

K. Conduct annual review / mid-year review (PIR/technical learning sessions), documentation, and detailed report of the findings on activity covering the best practices, Gaps and challenges, and ways forward.

L. For the PMNP (Collaborative effort with BARMM RPMOs and Target Municipalities) or CPC9 workplan.

To qualify as an advocate for every child you will have…

Education:

Bachelor’s degree in any of the following areas: nutrition, public health, statistics, social and behavioral change, information management, development studies, or a relevant field.

Knowledge/Expertise/Skills required:

At least three of technical experience in health and nutrition programming and management, supported by strong references.
Ability to convene and engage multi-stakeholders to achieve project and deliverables and contribution to PMNP objectives.
Strong analytical and presentation (oral and written) skills, including using essential computer software packages. Specifically Power BI.
Ability to meet deadlines and work with minimal day-today supervision.
Knowledge and experience in the regional assignments.
Relevant field experience and previous work experience in the UN System.
