Under the auspices of the Health and Nutrition Programme Officers, the PMNP IM Consultant will work closely with the MFO UNICEF staff, other PMNP, and First 1000 Days consultants assigned in the other provinces in BARMM and other regions, and relevant stakeholders at various levels (regional down to the barangay level in the target areas). This will promote effective consultation and shared accountability and contribute to the achievement of CPC 9 Output 1.5, that “By 2028, the BARMM Government has enhanced capacity to plan, implement, monitor and coordinate the integrated delivery of health, nutrition-specific and nutrition-sensitive services”.
Scope of Work:
Under the supervision of the Health and Nutrition Specialist and Nutrition officer, the consultant is required to perform the following tasks.
Tasks:
a. Lanao del Sur – Health, Nutrition and Immunization
b. Maguindanao del Norte – Community health worker-led Operation Research & Health and Nutrition, Early Childhood Care and Development (ECCD) integrated project.
c. Maguindanao del Sur – Health and Nutrition, Early Childhood Care and Development (ECCD) integrated project.
Deliverables/Outputs:
A. Technical Assistance Plan, Coordination and DQC: Report outlining the status of implementation of UNICEF CPC 9 IM activities particularly the PMNP TA (Coordination, Planning, Training, Monitoring, and Evaluation). This includes crafting of:
B. Post Training/ Monitoring/ Coaching report: A detailed report outlining the status and progress of post-training supportive supervision and mentoring activities, including key findings, areas for improvement, and recommendations to ensure sustained skills enhancement of stakeholders.
C. Report consolidation, Analysis and Utilization: Comprehensive monthly, quarterly, and bi-annual reports consolidating data from FHSIS, OPT +, PIMAM, and MELLPI Pro.
D. Cross-Learning Report: A detailed report documenting the key learnings and best practices gained and shared during the learning exchange process. This report also includes re-entry and re-echo plans to ensure the dissemination and application of knowledge across relevant stakeholders.
E. Cross-Cutting: Provide detailed report on the progress cross-sectoral activities (i.e. Health, SBC, Immunization, WASH, ECCD related activities)
F. Submission of Final report on the TA implementation and outcomes of PMNP/CPC9 deliverables.
G. Consolidate all Means of Verification (MOVs) to collect and store documents in the UNICEF repository folder. Include output from the CPC9, especially PMNP implementation, such as reports, documentation (Activity report, Minutes of the Meeting, etc.), photos, Human interest stories (HiS), attendance, DQC-related outputs, sustainable plans, etc.
H. Data repository—Support the banking of all the necessary health and nutrition data (FHSIS, OPT, Training data, etc.) to the UNICEF data repository folder that aligns with the UNICEF PowerBI Dashboard in collaboration with F1KD consultants on the consolidation.
I. 4 Human-interest stories with high-resolution photos
J. Documentation of best practices and lessons learned.
K. Conduct annual review / mid-year review (PIR/technical learning sessions), documentation, and detailed report of the findings on activity covering the best practices, Gaps and challenges, and ways forward.
L. For the PMNP (Collaborative effort with BARMM RPMOs and Target Municipalities) or CPC9 workplan.
