The Position:
UNFPA is seeking to hire a National SRHR Consultant to contribute his or her technical expertise to the achievement of UNFPA’s 7th Country Programme of Support to the Government of Papua New Guinea’s indicators on reproductive health (FP/MH/THCS/HIV) or RH at the Country office.
How you can make a difference:
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals.
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction.
UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.
Job Purpose:
S/he will work under the overall guidance of the UNFPA Representative in PNG and the direct supervision of the Deputy Representative, and s/he will work closely with other program staff in the UNFPA Country office following the integrated SRHR-Gender/GBV-Population Data and Dynamics approach. S/he will also work collaboratively with the National Department of Health, Provincial Health Authorities, NGO partners, and bilateral and multilateral donor agencies to enhance family planning, maternal health, adolescent and youth health, HIV prevention, and reproductive health commodity security, including managing PNG’s transition to Phase 3 of UNFPA Supplies. S/he will provide technical support and conduct relevant research, analysis and training activities aimed at providing information, knowledge base and methodologies to national counterparts, planners, policy makers, programme managers and service providers.
You will support the country office in promoting RH partnerships and strategic alliances with counterparts in government, multi-lateral and bilateral agencies, and civil society. You will contribute to UN systems coordination in RH through participation in policy dialogue, the provision of inputs into joint common system initiatives and SRHR reporting in UN INFO and donor reports.
You would be responsible for:
The National Consultant will support the Government’s goal by providing technical guidance, advice, and oversight of a comprehensive SRHR response regarding sexual and reproductive health, family planning and issues affecting commodity security, policy, systems strengthening (including strengthening of the Supply Chain), demand generation, quality, availability, accessibility, and sustainability of RH commodities. The Technical Specialist will work in collaboration with others to strengthen SRHR service availability, including the need for health systems strengthening, skill mix of SRH/maternal health service providers including a focus on upskilling of health service providers, and ensuring availability of quality comprehensive SRHR services including respectful routine and emergency maternal health care.
The National Consultant will support SRHR innovation, help mobilize resources, and support research to ensure high-quality, person-centered SRHR care aligned with the UNFPA mandate. The National Consultant will also closely monitor the status of the implementation of the initiatives funded by the 2025 Maternal Health and Health Supplies Partnership.
