The Local Public Agency (LPA) Program Specialist – Construction Inspector Series assists local partners with federally-funded Local Public Agency (LPA) projects and audits the construction process for state and federal compliance.

What you’ll do: 

• Reviews contract documents for federal and state compliance and indicates when LPA may issue “notice to proceed” to contractors.
• Attends preconstruction conferences, site visits, and semi-final inspections.
• Provides guidance to LPA’s in the construction phase of a project regarding federal-aid requirements; including conveying information relative to subcontracts, Disadvantaged Business Enterprise (DBE), Commercially Useful Function (CUF), On-the job Training (OJT), Value Engineering (VE), project diaries, erosion control, Americans with Disabilities Act (ADA), and Buy America.
• Reviews and processes invoices for repayment consistent with requirements in the Engineering Policy Guide (EPG).
• Reviews and approves Change Orders, including determination of federal aid eligibility.
• Communicates LPA project progress with Area Teams, including any potential traffic impacts.
• Reviews applicable final documents for project closeout, issues final acceptance report, and submits final reimbursement request.

All you need for success:

Minimum Qualifications

• Bachelor’s Degree in Engineering from an ABET-accredited college or university curriculum.
• Certification to operate nuclear gauges may be required.
• Successful completion of a work simulation examination and a medical-physical examination.

• Job requires moderate physical activity.
• Job requires exposure to physical hazards, health and safety risks, and/or adverse or otherwise undesirable characteristics in the environment.
• Job may require operation of vehicles to plow snow and spread ice control materials.
