Job Summary

Position: Management and Program Analyst (MAPA), GS-13

Division: Office of the Chief Information Officer (OCIO)

Unit: Technology Governance Unit (TGU)

Location: Washington, DC

Working Hours: 8:00am-4:30pm (Flexible)

Salary: GS-13 $117,962.00-$153,354.00

Full Performance Level: GS-13

As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. In applying to this position, you will lose the GS-7/9/11/12/13 ladder and will be subject to the new ladder, which is GS-7/9/11, a standalone GS-12, meaning you have to apply and compete for it, and a standalone GS-13, meaning you have to apply and compete for it. 

Key Requirements

  • Must be a current, permanent FBI employee

  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

Unit Overview:

The Office of the Chief Information Officer’s (OCIO) Technology Governance Unit (TG U) seeks to transform FBI technology through strategic resource alignment and information technology (IT) risk management. Components within the unit are the Technology Policy Team, the Accessibility Program Office (APO), the FISMA Governance and Audit, the Information Technology Investment Management, the Mobile Application Review Team, and Enterprise IT Governance. Each of these components requires skill project management, communication, collaboration, and strategic thinking to provide accountability, transparency, and trust in FBI information technology systems and the processes around it.

Major Duties 

  • Possess strong writing, critical thinking, and program management skills to communicate information clearly to unit, section, and division management.
  • Lead a team to coordinate and respond in a timely fashion to internal and external data calls.
  • Establish and maintain liaison with various internal and external stakeholders.
  • Prepare, conduct and have the ability to lead in briefings concerning program operations.
  • Provide training sessions to internal and external stakeholders.
  • Demonstrate strong customer service skills.
  • Lead a team in evaluating TGU’s IT Investment portfolio performance to identify risks and issues and provide recommendations to OCIO management.
  • Integrate short- and long-range plans include data analysis, governance, and Capital Planning & Investment Control (CPIC).
  • Lead a team with IT investment requests submitted from divisions across the enterprise and align them to the appropriate value stream and IT strategy.
  • Lead the team in developing and iteratively enhance based on leadership priorities, a prioritization framework that will enable the OCIOs PMOs to objectively assess competing IT investment requests from Divisions across the FBI and provide objective priority recommendation for the CIO, CFO, and other DAD leaderships to make data-driven investment decisions.
  • Design and implement visioning sessions with Executives and stakeholders across the enterprise to refine the IT Modernization strategy to meet the FBI’s revolving needs.
  • Collaborate and coordinate with implementing Divisions and provide expert recommendations to support the development of IT investment proposals and ensure they meet the technical, financial, and legal readiness for relevant IT governance bodies.
  • Identify and manage enterprise risk issues and provide recommendations on investments to maximize mission impact.
  • Lead the preparation and execution of bi-weekly Program Management Review (PMR) sessions with executive leadership.
  • Lead the team in designing and developing monthly PMR Reports and Performance Dashboards to include relevant portfolio and program management metrics.

Specialized Experience (SE):

GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience preparing presentations, formal and informal reports, correspondence, briefings, charts, tables, and graphs that were distributed throughout an organization.
  • Experience planning, scheduling, and conducting projects and studies in a program or support setting.
  • Experience gathering, evaluating and compiling a variety of analytical data and information to report progress, explain problems discerned with the data, and provided recommendations for solutions.

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated “Inconsistent.”

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
  • Current tax law impacts your transfer by making your moving expense reimbursements taxable. Please contact Transfer_Issues for information regarding taxable expenses. For additional insight on the personal impact of the IRS tax rules, you may wish to contact the IRS or a tax professional. Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to “substantially reimburse” an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month/year work began

c. Frequency worked (i.e., daily, monthly, etc.)

d. Specific duties performed
