                                                         TERMS OF REFERENCE

Under the supervision of UNICEF, and the overall guidance of MoSAL, National Digital Transformation and MIS Consultant will provide hands-on coordination, technical support, and facilitation to advance the development and implementation of digital transformation projects, especially the national Social Protection MIS.

Minimum requirements:

Education:

  • Information Systems, Data Management, Political Science, International Development, inter-disciplinary studies or other related fields

Work Experience:

  • At least 5 years of experience in designing, implementing, or advising on data management systems, national and international systems is required.
  • Experience working with government stakeholders, providing technical advisory services, and strengthening institutional capacity is required.
  • Proven ability to conduct capacity building, including training, mentoring, and producing technical documentation and SOPs for non-technical users is required.
  • Experience working in complex humanitarian or development environments, with the ability to navigate constraints and propose practical, sustainable solutions is required.
  • Familiarity with modern development and delivery practices (e.g., Agile methodologies) and project management with the ability to guide teams in applying best practices is required.
  • Strong analytical, problem-solving, and communication skills, with the ability to translate technical concepts into clear guidance for decision-makers.
  • Experience working in complex humanitarian or development environments, with the ability to navigate constraints and propose practical, sustainable solutions.

Language Requirements:

  • Proficiency in Arabic and English is required, both spoken and written communication skills. Working knowledge of other languages is an advantage (French, German, etc).

Desirables:

  • Demonstrated experience supporting or advising on national-level cash transfer programmes, social protection systems, or other large beneficiary-based systems (highly desirable).
  • Background in system assessments, gap analysis, and producing clear technical recommendations and implementation roadmaps. (highly desirable)
