ABOUT MANAGEMENT SERVICES UNIT AT WFP
Management Services is managing a large portfolio of services (Fleet, Fuel, Assets, Engineering, Protocol, Travel, Guest Houses, Space management, OSH, Accessibility, etc.), to support the programmatic and logistics functions in N’djamena and in the 14 other locations where WFP has a presence.
This position is based in N’Djamena and reports to the Head of engineers’ team, under the general supervision of the head of management Services.
THE ROLE
To contribute to daily planning and delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.
The incumbent will work under the direct supervision of the Head of the Engineers team and the general supervision of the Head of the Management Services Unit. The main tasks required of the position will include coordination and supervision of engineering design and review; engineering projects management; constructions procurement processes; contracts management for construction activities and public Procurement Contracting in a UN Environment; facilities and electricity maintenance work coordination and supervision. He/She will supervise a more junior engineers’ team and work closely with all the other Units to respond in time to their operational needs in terms of constructions and maintenance.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
- Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
- Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility.
- Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
- Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
- Provide technical guidance that support a successful construction procurement process.
- Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
- Undertake site visits to project site and conduct technical assessments of buildings according to specifications and area mentioned in the project description.
- Undertake preliminary or detailed designs (preparing, writing and assembling drawings, schematics, master plans, design calculations and reports, technical specifications) and requiring a detailed knowledge of the international (and local) standards and codes.
- Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies, or project schedules, or bids). Work-time estimates could be also required.
- Develop and implement the annual maintenance plan of WFP internal infrastructure and facilities.
- Support CO Procurement with the preparation of Scope of Works, tender packages, tender evaluation, contracting and reporting for civil works, electricity and facilities maintenance.
- Prepare technical documentation as regard to bidding processes, for construction, design and maintenance services.
- Support the capacity building of engineering staff to facilitate the continued development and high performance.
- Establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority.
Experience: at least 3 years of relevant experience to the role with a master’s degree or additional years of experience of related work experience and/or trainings/ courses with a bachelor’s degree.
Language: Fluency (level C) in both French and English language
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has substantial experience in Engineering across different lines of business (for example civil engineering: building construction, roads and airstrips construction, dams and Community’s facilities building, logistics facilities (permanent or temporary warehouses) – mechanical or electrical engineering experience), along with comprehensive cross-functional knowledge, and in supporting emergency constructions.
- Has attained advanced academic qualifications relevant to engineering.
- Has contributed to projects demonstrating knowledge of engineering specializations in relation to fire safety, seismic blast or environmental requirements.
